Missouri Childcare Subsidy for Relative Caregivers
Childcare is often the biggest single expense for grandparents who are still working or trying to keep a job while raising a grandchild. Missouri's childcare subsidy can cover most or all of the cost, but the program sits under a different agency than the rest of the benefit system — and the application process has its own rules.
Who Administers the Program
Missouri's childcare subsidy moved from the Department of Social Services to the DESE Office of Childhood (Department of Elementary and Secondary Education). You apply through DESE's Parent Portal, not through myDSS. This catches people off guard — they submit all their other benefit applications through FSD and assume childcare works the same way.
Qualifying Activities
To receive the subsidy, you need to demonstrate a qualifying activity:
- Employment (part-time or full-time)
- Academic or vocational training
- Job search activities
If two caregivers live in the household, both must be engaged in qualifying activities unless one is incapacitated.
There is an important exception for kinship families: children under formal protective service plans, foster care placements, or court-ordered relative guardianships are exempt from the caregiver activity requirement. If the child came to you through the child welfare system, you may qualify regardless of your work status.
Income Limits and Co-Pays
The income ceiling is 85% of the State Median Income. Below that ceiling, co-payments follow a sliding scale:
- Below 100% FPL: $0 co-pay — full subsidy
- 151%–185% FPL: $7.50 per day (full-day) or $3.75 (half-day)
- 186%–215% FPL: $8.75 per day (full-day) or $4.40 (half-day)
- Above 85% SMI: ineligible
For a grandparent on Social Security with income below the Federal Poverty Level, the subsidy covers the full cost of childcare with no co-pay.

How to Apply
Go to the DESE Office of Childhood Parent Portal online. You will need:
- Proof of your qualifying activity (recent pay stubs, school enrollment verification, or job search documentation)
- Household income verification
- Proof of the child's age (birth certificate)
- If someone else will manage the case, submit Form MO 500-3482 (Appointing an Authorized Representative)
You choose the childcare provider through the portal — options include contracted centers, licensed family childcare homes, and license-exempt kinship providers.
Reporting Requirements
Once approved, you must report changes within 10 calendar days:
- Changes in household composition
- Changes in qualifying activities (you stop working, change jobs, finish a training program)
- Income increases that push the household above 85% SMI
The 10-day reporting clock for income changes starts on the date you receive the first paycheck reflecting the change — not the date the change happens.
How This Fits With Other Benefits
The childcare subsidy is administered separately by DESE from TA, SNAP, and MO HealthNet, which use the myDSS/FSD process. If you receive more than one benefit, follow each program's own reporting requirements.
If the child is in a formal child welfare placement, the Children's Division may also provide childcare through protective service arrangements — talk to your caseworker about which pathway provides better coverage.
The Missouri Kinship Financial Help Guide walks through the childcare subsidy alongside every other program, with step-by-step application instructions and document checklists for each agency.
