Maryland Kinship Navigator Program: Free Help Finding Financial Benefits

You just took in your grandchild or niece, you know there's supposed to be help out there, and every phone call leads to another phone number. Maryland's Kinship Navigator program exists to cut through exactly that loop — but most caregivers never hear about it until months into the process.

What a Kinship Navigator Actually Does

Kinship Navigators are non-decisional advisors employed through local Departments of Social Services or community nonprofits. They cannot approve benefits, extend deadlines, or override a caseworker's eligibility decision. What they can do is walk you through the application maze: which forms to file, which office handles what, and how to prepare your documents before you sit down with a caseworker.

The most established navigator hub is the Baltimore City DSS KinCare Center at 2923 E. Biddle Street (443-423-5442, [email protected]). Outside Baltimore City, the statewide Informal Kinship CPS referral line at 1-800-917-7383 connects you to navigator services in your county.

Navigators typically help with:

  • Explaining which programs your situation qualifies for — child-only TCA, SNAP, MCHP health coverage, Child Care Scholarships
  • Walking you through the healthcare consent affidavit (Health-General § 20-105) and the school enrollment affidavit (Education § 7-101)
  • Connecting you to emergency flexible funds for immediate needs like bedding, clothing, or school supplies
  • Referring you to Maryland Legal Aid or Maryland Volunteer Lawyers Service if you need guardianship or custody help

What Navigators Cannot Do

This distinction matters because caregivers sometimes assume a navigator referral replaces the application process. It does not. Navigators have no statutory authority to render eligibility decisions, grant financial awards, or extend filing deadlines. You still need to file your own applications through MarylandBenefits.gov or at your local DSS office.

The navigator's value is preparation. TCA application denials reached 86.6% statewide in September 2025, after 79.5% in July and before falling to 73.0% in October. Missed interviews, child support non-cooperation, and missing verifications are among the documented denial drivers; navigator help with preparation does not guarantee approval.

How to Connect with Your County's Navigator

Start with the statewide line: 1-800-917-7383. This routes to a triage operator who can connect you to navigator services in your jurisdiction. If you're in Baltimore City, contact the KinCare Center directly. For older caregivers (55+), Maryland Access Point (1-844-632-8472) offers additional navigation through the National Family Caregiver Support Program, including respite vouchers and supplemental school supply funds.

If you want a structured system for tracking every application, interview, and deadline across Maryland's benefit programs, the Financial Help for Relatives Raising a Child in Maryland guide walks you through TCA, SNAP, MCHP, childcare subsidies, and appeals step by step — with tracking worksheets designed for exactly this process.

The Bottom Line

Kinship Navigators are a genuinely useful free resource, but they're a starting point, not a finish line. They point you in the right direction. The applications, documents, and follow-through are still yours to manage. Knowing what to ask for — and having your evidence organized before the first meeting — is what turns a navigator referral into actual approved benefits.
