Manitoba Child Benefit Grandparent Apply
What the Manitoba Child Benefit Pays
The Manitoba Child Benefit (MCB) is a provincial, tax-free supplement for low-income families raising children. It provides up to $35 per month per child — $420 per year per child. The benefit is paid in addition to the federal Canada Child Benefit, not instead of it.
Full benefits go to households with net family income of $15,000 or less. Between $15,000 and $20,000, the amount phases out on a sliding scale. Above $20,000, the cash benefit drops to zero.
For a grandparent on a fixed pension income — CPP, OAS, and GIS — the income threshold is usually comfortably met. The MCB can add meaningful monthly support on top of the CCB.
The EIA Exclusion That Catches Everyone
Here's the rule that confuses most kinship caregivers: if the child receives basic EIA assistance, the cash Manitoba Child Benefit is not payable.
This means a grandparent who has successfully enrolled the child under EIA Section 5(1)(f) for child-only financial support won't receive the $35/month MCB on top of it. The rationale is that EIA basic needs allowances already incorporate child financial support, so the MCB would be double-counting.
However, this exclusion only applies to the cash MCB. Families on EIA still qualify for MCB-linked health benefits, including the Children's Opti-Care program for prescription eyeglasses.
And here's the nuance: if the caregiver receives only the health-benefits portion of EIA (not the full basic assistance), the cash MCB remains payable. This situation arises when a caregiver's household income is too high for general EIA but the child's medical needs qualified them for the health card.
Who's Eligible
Two prerequisites:
The caregiver must be receiving the Canada Child Benefit for the child. The MCB uses CCB eligibility as its gateway — if the CRA recognizes you as the primary caregiver and you're getting CCB payments, you meet the first condition. (This is why transferring the CCB from the biological parent is a critical first step.)
Net family income must be under $20,000. The MCB application asks for income information to verify this threshold.
The caregiver doesn't need a court order or formal guardianship to qualify. An In Loco Parentis agreement is sufficient to establish care for CCB purposes, and the CCB triggers MCB eligibility.

How to Apply
The MCB requires a separate application — it isn't automatic even if you're receiving the CCB.
Send the completed application to: Provincial Services, 100–114 Garry Street, Winnipeg, MB R3C 4V4.
Contact: 204-948-7368 or toll-free 1-877-587-6224. Email: [email protected].
The application asks for proof of identity, the child's information, household income details, and confirmation that you're receiving the CCB for the child.
The Children's Opti-Care Bonus
Families receiving the Manitoba Child Benefit automatically qualify for the Children's Opti-Care Program. Opti-Care covers up to $84 per child per year for prescription eyeglasses, with higher coverage available for children with verified special optical needs.
This is a genuinely useful benefit for kinship families. Children coming into a grandparent's care often arrive with unaddressed vision needs — new glasses are an immediate, concrete cost.
MCB Alongside Other Benefits
The MCB stacks with several other supports:
- Canada Child Benefit — the MCB adds to CCB, not replaces it
- Non-EIA Rent Assist — the MCB isn't counted as income for shelter benefit calculations
- Child Care Subsidy — separate eligibility, separate application
The main interaction to watch is with EIA. If you're considering whether to apply for EIA Section 5(1)(f) for the child, weigh the full EIA package (basic needs, shelter, health coverage) against the standalone MCB of $35/month. In most cases, the EIA package is worth considerably more — the MCB exclusion is a trade-off, not a loss.
