Documents Needed for a Maine TANF Application and OFI Appointment
Walking into an OFI appointment without the right documents is the number one reason kinship caregivers face delays getting TANF, SNAP, or MaineCare for a child. Here is exactly what to gather before your visit.
Documents for a Child-Only TANF Application
When you apply as a non-needy caretaker relative, OFI needs to verify the child's identity, your relationship, and the child's financial situation. Your income and assets are generally excluded, but if you claim the child as a dependent for federal income-tax purposes, Maine counts half of the child's full need standard as unearned income when setting the benefit.
Child's Identity and Status
- Birth certificate or other proof of identity/citizenship requested by OFI; a souvenir hospital-issued "birth certificate" does not meet the TANF manual's citizenship verification rule
- Social Security number or proof of application for one for each person applying for TANF; furnish the number when it is received
- Immunization records (not always required for TANF, but useful if you are applying for MaineCare at the same time)
Proof of Relationship
This is the document kinship caregivers worry about most. OFI accepts multiple forms of evidence:
- Birth certificates showing the family chain (your child's birth certificate connecting you as grandparent, plus the grandchild's birth certificate)
- School records listing you as the contact or guardian
- Medical records showing you bring the child to appointments
- A letter from the parent confirming the child lives with you
- A self-attestation — in some cases, OFI may accept a signed statement that you are caring for the child, especially if other documentation is not immediately available
You do not need a court order to prove relationship for a child-only TANF application. Informal kinship care qualifies.
Proof of Maine Residency
- Utility bill in your name at your current address
- Lease or mortgage statement
- Maine driver's license or state ID
- Bank statement showing your Maine address
Child's Income (If Any)
- Child support payment records (if the biological parents pay court-ordered support)
- Social Security benefit letter for the child (survivor benefits, if applicable)
- SSI award letter — tell OFI if the child receives SSI/State Supplement; Maine does not allow the same child to receive TANF/PaS and SSI/State Supplement at the same time, although the specified relative may still receive TANF/PaS
If the child has no independent income, which is common, you simply state that on the application.
Additional Documents for SNAP and MaineCare
If you are applying for multiple programs through MyMaineConnection or at the OFI office, bring these extras:
- Your income documentation — pay stubs, Social Security benefit letter, pension statement. SNAP counts your household income; MaineCare may need it depending on tax-filing household rules
- Housing costs — rent receipt, mortgage statement, property tax bill, homeowner's insurance. SNAP uses a shelter deduction that can increase your benefit
- Utility bills — separate from residency proof, SNAP calculates a heating/cooling standard utility allowance (SUA) if you pay any heating or cooling costs
- Child care expenses — receipts or invoices if you pay for childcare, which counts as a SNAP deduction
What to Bring Even If Not Required
A notebook and pen. Write down your caseworker's name, direct phone number or extension, and any instructions they give you. OFI offices are busy, and getting the same person on the phone later requires knowing who you spoke with.
A folder with copies. Never hand over your only original. Make photocopies of everything. If you cannot make copies, ask the OFI office to copy documents and return the originals immediately.
A list of questions. Write down anything you are unsure about — whether the child-only TANF counts against your SNAP income, whether MaineCare will cover the child's current doctor, whether you need a court order for anything.

When Documents Are Missing
For TANF, apply even if a verification document is missing. OFI must request missing verification in writing; the due date must be at least 10 days after the notice and at least 30 days after the application, whichever is later. TANF benefits are calculated from the later of the application date or the date you first meet statutory eligibility, and the initial month's benefit is prorated.
