Louisiana CAFÉ Portal for Kinship Care Applications
What the CAFÉ Portal Handles
Louisiana's CAFÉ (Common Access Front End) Self-Service Portal at cafe.dcfs.la.gov is an online route for applying to FITAP, KCSP, SNAP, and Medicaid/LaCHIP. LDH also accepts Medicaid/LaCHIP applications through its own portal.
The portal lets you create an account, start applications, upload verification documents, check case status, and complete annual recertifications. Check CAFÉ and your mail for document requests and case decisions.
Before You Log In: Gather Your Documents
The most common reason applications stall is missing documents. Before you touch the portal, collect:
- Child's identity: birth certificate and physical Social Security card
- Your identity: government photo ID and proof of Louisiana residency (utility bill, lease, or bank statement with your address)
- Legal authority: a notarized Provisional Custody by Mandate (La. R.S. 9:951), court custody order, or tutorship letters — whichever you have. KCSP requires one of these. FITAP child-only and SNAP do not, but having documentation speeds processing
- Income proof: your most recent pay stubs, Social Security award letter, pension statement, or SSI notice; plus any child income documentation (survivor benefits, child support records)
- Household expenses: rent or mortgage statement, utility bills, medical bills — these establish deductions for SNAP
Scan or photograph each document clearly. The portal accepts PDF, JPEG, and PNG uploads.
Navigating the Application
After creating your CAFÉ account, select "Apply for Benefits." The system will ask which programs you want — you can apply for multiple programs (SNAP, Medicaid, FITAP, KCSP) in a single session.
Key sections to watch:
- Household composition: list every person living in the home. For KCSP, the biological parent must not reside in the household. For SNAP, indicate whether you and the child purchase and prepare food together.
- Income fields: for child-only FITAP, enter only the child's income (often $0). For KCSP, enter the caregiver's household income. For SNAP, enter everyone's income. The portal does not always make the distinction obvious — read each question carefully.
- Document upload: attach each required document to the correct verification category. Label files clearly (e.g., "birth-certificate-child.pdf").

The Submission Trap
Saving a draft application on CAFÉ does not submit it. You must complete every required section, upload verifications, enter your electronic signature, and receive an official confirmation number. If you do not receive one, contact DCFS to verify that the application was submitted.
Print or screenshot the confirmation page. Keep the number as a receipt and dated proof of when you applied.
Alternative Filing Methods
If the portal is not working or you cannot upload documents digitally, you can:
- Call: 1-888-LAHELP-U (1-888-524-3578) to request a paper application
- Mail or fax: send completed applications and documents to the DCFS Document Processing Center in Baton Rouge
- Visit: your local parish DCFS office in person
Whichever route you use, keep date-stamped copies of everything.
After Submission
Standard processing takes 30 calendar days. Expedited SNAP processing (7 days) is available for households with very low income or resources. If the agency needs additional documents, they will send a request through the portal and by mail — respond promptly, because a missed verification deadline can result in denial.
The Louisiana Kinship Financial Help guide includes a printable document preparation checklist and a step-by-step CAFÉ walkthrough, so you have everything organized before you start the portal.
