How to Apply on Kynect for Grandchild Benefits in Kentucky

Kynect.ky.gov is Kentucky's unified portal for public assistance — K-TAP, SNAP, Medicaid, KCHIP, and CCAP all run through the same system. For a grandparent raising a grandchild, one application can trigger eligibility screening for multiple programs at once. The challenge is knowing how to fill it out so the system treats the child correctly.

Setting Up the Application

When applying for K-TAP child-only, identify yourself as the non-needy caretaker relative. The assistance unit consists only of the eligible child or sibling group. You are the applicant, not a member of that K-TAP benefit group.

Answer kynect's household questions accurately. If a screen asks which people are included in the K-TAP assistance unit, include only the eligible child or children; this keeps your income outside the K-TAP eligibility determination.

For SNAP, the calculation is different — you and the child are in the same SNAP household if you purchase and prepare meals together. The kynect application handles both programs, but the income rules diverge, which is why the same form can approve SNAP at one amount and K-TAP at another.

Documents to Upload

Kynect lets you upload scans or photos of your verification documents. Have these ready before you start:

  • Child's birth certificate or hospital record
  • Social Security numbers or SSA receipt notices for benefit group members
  • Proof of your relationship to the child (birth certificates linking generations, or a sworn affidavit)
  • Information about the parent's absence; ask DCBS which documents it accepts to verify the circumstances
  • Kentucky residency verification (utility bill, lease, or school enrollment)
  • Child's income documentation, if any (child support statements, SSA award letters)

For Medicaid or KCHIP, DCBS must accept administrative verification substitutes such as school records, medical clinic records, or sworn relationship affidavits to initiate coverage. For K-TAP, ask DCBS which substitute verification it will accept for a missing document.

Tracking Your Application

After submission, use kynect to track your application status online. Standard processing times:

  • K-TAP: up to 30 calendar days
  • SNAP: up to 30 days standard (7 days expedited for very low income)
  • Medicaid/KCHIP: up to 45 calendar days

If the status stalls past these deadlines, you can request a supervisory review at your local DCBS office or contact the ombudsman at 800-372-2973.

Applying for Multiple Programs

One kynect application screens you for K-TAP, SNAP, Medicaid, and KCHIP simultaneously. You do not need to submit separate forms. CCAP (childcare assistance) applications are also available through the same portal.

Check every program box that might apply. Even if you are unsure about eligibility, letting DCBS screen for all programs costs you nothing and may surface benefits you did not know about — particularly Medicaid for the child, which has income limits high enough (up to 218% FPL for KCHIP) that most kinship children qualify.
