Kinship Care NZ Benefits
What Financial Help Exists for Kinship Carers in New Zealand
If you've taken on the care of a child who isn't yours — a grandchild, niece, nephew, or a family friend's child — New Zealand has a specific financial support framework designed for your situation. The payments aren't generous enough to make anyone rich, but they cover a significant portion of the cost of raising a child and they're structured to stack on top of your existing income.
The Two Core Benefits
Unsupported Child's Benefit (UCB) — for when a child can't live with their parents because of family breakdown (addiction, violence, imprisonment, mental health, abandonment).
Orphan's Benefit (OB) — for when both parents have died, can't be found, or have a permanent incapacity preventing care.
Both pay the same non-taxable weekly rates from 1 April 2026:
- Under 5: $327.92/week (base + clothing)
- 5–9: $333.54/week
- 10–13: $364.11/week
- 14+: $394.92/week
Neither benefit is means-tested against your income. Whether you're working full-time, on NZ Superannuation, or receiving another benefit, the payment doesn't change.
The Supplementary Stack
What many kinship carers miss is the supplementary package that automatically comes with UCB or OB. These are separate entitlements, all non-taxable:
Automatic payments (no extra application):
- Clothing Allowance — $26.39 to $44.34/week depending on age (already included in the rates above)
- Holiday Allowance — 50% of the base weekly rate, paid about two weeks before 25 December
- Birthday Allowance — 50% of the base weekly rate, paid about two weeks before the child's birthday
- Establishment Grant — $350 one-off, paid automatically on approval unless the benefit is granted within 28 days of a previous cancellation for the same child or a Home for Life payment was previously received
Requires a separate application:
- School and Year Start-up Payment — $400 to $550 per child annually (apply January–February)
- Extraordinary Care Fund (ECF) — up to $2,000 per child per year for specialist needs (tutoring, counselling, sports, medical equipment)
- Child Disability Allowance — $62.43/week if the child has a serious condition requiring constant care (non-means-tested)
- Disability Allowance — up to $82.85/week for ongoing disability-related expenses (income-tested)

Housing and Hardship Help
Beyond the child-specific payments, kinship carers may qualify for:
- Accommodation Supplement — helps with rent or mortgage costs (income and asset tested)
- Temporary Additional Support (TAS) — weekly top-up when essential costs exceed income (income and asset tested)
- Special Needs Grants — one-off emergency grants for food, power, or essential household items (discretionary)
These are assessed based on your household income and costs, not the child's benefit. The child on UCB/OB isn't counted as a dependent child for these calculations because their financial maintenance is met by the benefit.
The Oranga Tamariki Boundary
If a child has been placed with you through a formal Oranga Tamariki custody order under the Oranga Tamariki Act 1989, you receive the Foster Care Allowance instead. You can't receive both — UCB/OB and the Foster Care Allowance are mutually exclusive. The Foster Care Allowance comes with its own support framework through Oranga Tamariki.
All other kinship care arrangements — informal whānau care, arrangements through Family Group Conferences, or situations with Parenting Orders under the Care of Children Act 2004 — go through Work and Income for UCB or OB.
How to Start
Contact Work and Income on 0800 559 009, through MyMSD online, or at a service centre. Do this as soon as the child comes into your care — payments can't be backdated before your first contact, and a 20-working-day deadline starts from that point to submit your completed application.
The NZ Unsupported Child's Benefit and Orphan's Benefit guide covers the full application process, every supplementary payment, and includes printable checklists and evidence preparation templates.
