Kansas TAF Child-Only Grant: Income Rules and How to Apply
Most grandparents raising a grandchild in Kansas assume their pension or Social Security income disqualifies the child from cash assistance. It doesn't. Under the Grandparents as Caregivers (GPCG) program — Kansas's version of the federal TANF child-only grant — your income as the relative caregiver is 100% excluded from the eligibility calculation.
That single rule changes the math for thousands of Kansas kinship families.
How the Income Exclusion Works
When a non-parent relative applies for TAF cash assistance on behalf of a child, DCF creates a "child-only" assistance unit. The KEESM (Kansas Economic and Employment Services Manual) Section 1111 spells out what this means in practice:
- Your income is invisible. Social Security, pensions, wages, rental income — none of it counts against the child's eligibility.
- Your liquid resources don't count. Savings and other liquid resources are excluded.
- No work requirements for you. Standard TAF requires adults to participate in work programs. Child-only cases are fully exempt.
- No lifetime benefit cap. Kansas's 24-month and 36-month TANF limits don't apply to child-only grants.
- Reviews happen every two years instead of annually.
The only income that matters is the child's own — typically zero unless the child receives Social Security survivor benefits or child support.
Who Qualifies as a Relative Caregiver
GPCG isn't limited to grandparents despite the name. Kansas recognizes:
- Grandparents and step-grandparents
- Aunts, uncles, step-aunts, step-uncles
- Siblings (adult)
- Other relatives within the fifth degree of kinship
The biological or adoptive parents cannot live in the same household. The child must be under 18 (or 18 and still working toward a high school diploma or GED).
What the Grant Actually Pays
Kansas TAF child-only grant amounts are modest — they follow the standard TAF payment schedule based on the number of children in the assistance unit. The exact amount depends on how many children you're caring for and whether the child has any countable income (like survivor benefits, which reduce the grant dollar-for-dollar).
One important interaction: if a child receives SSI (Supplemental Security Income), they cannot also receive TAF cash. The programs are mutually exclusive.

How to Apply
You'll file using Form ES-3100.9 (Grandparents as Caregivers Cash Assistance Application) or the general multi-program Form ES-3100 through the DCF Self-Service Portal or your local DCF service center.
What you'll need to bring:
- Child's birth certificate or hospital record
- Proof of U.S. citizenship or qualified immigration status
- Proof of Kansas residency (utility bill, lease, or driver's license)
- Documentation of your relationship to the child (family birth certificates showing lineage, or a sworn caregiver affidavit)
- Any legal custody or guardianship orders you have (not required — informal care arrangements qualify)
Processing takes up to 45 calendar days. Benefits are prorated back to your application date once approved.
Child Support Cooperation
DCF will ask you to cooperate with Child Support Services to establish paternity or pursue support from the absent parents. Here's the practical reality: if you're a non-legally-responsible relative caretaker and you don't cooperate, you personally may be excluded from the case — but the child's benefits continue.
If pursuing child support would put the child or you at risk (domestic violence, fear of retaliation), you can request a Good Cause Exemption using Form ES-4320.
What TAF Unlocks Beyond Cash
Getting approved for TAF child-only cash triggers automatic eligibility for other programs:
- KanCare Medicaid — the child becomes categorically eligible for health coverage
- TANF-related childcare — qualifies the family for DCF childcare subsidies without the standard 20-hour-per-week work requirement
- Free school meals — children receiving TAF are directly certified for free breakfast and lunch
The cash grant itself may be small, but the downstream benefits it opens are significant.
