Iowa Kinship Care Benefits and Resources
Iowa Kinship Navigator Program
The Iowa Department of Health and Human Services operates a Kinship Navigator program using the evidence-based ProtectOHIO Kinship Supports Intervention model, funded under Title IV-E. Kinship specialists can assist with service coordination, medical intake navigation, public benefit access, peer support, concrete supplies, and legal referrals.
Contact your regional Iowa HHS service center and ask about Kinship Navigator services, eligibility, and how to access them.
Financial Assistance Programs
FIP child-only grant. The Family Investment Program offers a "non-parent caretaker child-only grant" for relatives raising children. The grant evaluates the child's resources, not your household income. This means a grandparent on Social Security can still qualify the child for cash assistance.
Subsidized Guardianship Assistance. If a child transitions from formal foster care to a court-ordered Chapter 232D guardianship with a relative, the caregiver may qualify for ongoing monthly assistance through Iowa HHS. This is specifically for children who were previously in the foster care system.
Iowa Medicaid and Hawki. Health coverage for the child, regardless of your legal relationship. Apply through the Iowa Benefits portal as an "adult acting in place of a parent."
SNAP and WIC. Include the child in your SNAP household for food assistance. WIC provides nutrition assistance for children under five and can be accessed through a relative caregiver.
Social Security benefits. A child may qualify for Social Security child's benefits on a parent's record if the parent receives retirement or disability benefits or has died and the child meets program requirements. A grandparent appointed as representative payee can manage benefits on the child's behalf.
