Indiana FSSA Benefits Portal: DFR Application Help for Kinship Caregivers

The FSSA Benefits Portal at fssabenefits.in.gov handles applications for TANF, SNAP, and Medicaid all in one place. It's the fastest way to apply — but the interface isn't built with kinship caregivers in mind, and the questions that determine how your income is counted can be easy to answer wrong.

Creating an Account and Starting the Application

Go to fssabenefits.in.gov and create an account using your email address. You'll apply as the person requesting benefits on behalf of the child — even though, in a child-only case, you're not a benefit recipient yourself.

When the portal asks you to "Apply for Benefits," it walks through a series of screens covering household members, income, expenses, and the programs you're requesting. Select TANF, SNAP, and Medicaid/Hoosier Healthwise — there's no penalty for applying to programs you might not qualify for, and applying to all three at once saves you from filing separate applications.

The Household Members Section

This is where most kinship applications go sideways. The portal asks you to list household members and define relationships. For a Child-Only TANF case:

  • Add the child as a household member
  • When asked about your role, indicate you are a non-needy relative caretaker (the wording may vary — look for options that describe you as a relative caring for the child without being the parent)
  • Do not add yourself as a TANF benefit recipient if you want to keep your income out of the eligibility calculation

For SNAP, you'll need to include yourself if you live with the child and share meals. The portal handles TANF and SNAP household composition separately, but the same application feeds both programs.

Submitting Supporting Documents

After the application is submitted, DFR sends a Request for Information notice listing what they still need. You can upload documents directly through the portal, fax them to 888-436-9199, or mail them to:

FSSA Centralized Document Center
P.O. Box 1810
Marion, IN 46952

Upload through the portal when possible. If you fax, keep the transmission confirmation. If you mail, send it certified or photograph the envelope. For DFR phone assistance, call 800-403-0864.

If you apply online, complete the authorized-representative form generated after the application. Form 53460 is for SNAP and cash assistance; Form 55366 is for health coverage. The forms are case-specific, so follow the portal or paper form instructions rather than reusing a copy from another case.

The Interview

DFR will schedule a phone interview after receiving your application. For SNAP and TANF, this interview is mandatory. Have your documents organized before the call:

  • Income proof for the child (if any)
  • Your income proof (needed for SNAP, not for Child-Only TANF)
  • The child's birth certificate and Social Security number
  • Proof the child lives with you
  • Relationship documentation (birth certificates linking generations)

If you miss the interview, DFR may close the application. If you can't make the scheduled time, call your local DFR office to reschedule before the appointment.

Processing Times

  • SNAP expedited: 7 days (for very low-income households)
  • SNAP standard: 30 days
  • TANF: 30 to 45 days
  • Medicaid: up to 45 days

If DFR hasn't acted on your application within these windows, call your local DFR office and reference your application date. Processing delays don't mean denial — they often mean a missing document that DFR is waiting on.

The Indiana Kinship Financial Help Guide walks through each portal screen with specific instructions for kinship caregivers, including how to flag the child-only TANF option and what to do when the portal doesn't clearly offer it.
