Hawaii DHS Processing Center Locations by Island

Figuring out which DHS office handles your grandchild's benefits application can be confusing, especially on the Neighbor Islands where offices are spread thin and hours vary. Here is how to find the right place — or skip the trip entirely and apply online.

The Statewide Help Line

Before you drive anywhere, call 1-855-643-1643. This is the DHS statewide support desk. Staff can confirm the address, hours, and phone number of your nearest processing center and tell you whether your particular application can be handled by phone, fax, or mail instead of an in-person visit. The line serves all islands.

BESSD Central Office (Honolulu)

The Benefit, Employment, and Support Services Division's main office is at 1390 Miller Street, Room 209, Honolulu, HI 96813. This is the administrative headquarters for TANF cash assistance, SNAP food benefits, and childcare subsidies. Most Oahu residents file through their local processing center rather than the central office — call the statewide line for the processing center closest to you.

The Administrative Appeals Office, which handles fair hearing requests when benefits are denied, is in the same building at 1390 Miller Street, Room 106 (phone: 808-586-5290).

Neighbor Island Processing Centers

Outside Oahu, BESSD lists local processing centers for Kauai, Maui County (including Molokai and Lanai subunits), and Hawaii Island (with offices in Hilo and Kona). Some locations do not offer lobby service; check the current BESSD directory or call before planning an in-person visit.

Because addresses and hours change when offices move or consolidate, the most reliable way to confirm your Neighbor Island processing center's current location is to call the statewide line at 1-855-643-1643 or check the DHS BESSD page at humanservices.hawaii.gov/bessd.

If getting to the office is difficult — a real barrier on islands where the processing center may be a long drive from rural communities — remember that you can mail or fax both Form DHS 1240 (for TANF and SNAP) and Form DHS 1100 (for Med-QUEST) instead of delivering them in person.

ADRC Offices for Older Caregivers

If you are a grandparent aged 55 or older raising a grandchild, the Aging and Disability Resource Centers (ADRCs) provide a separate entry point for caregiver support, respite care, emergency supply grants, and referrals under the Older Americans Act. These are not BESSD offices — they serve older adults and caregivers specifically — but they can help you navigate the benefit system and connect you with support groups.

  • Honolulu County (Elderly Affairs Division): 222 North School Street, Honolulu, HI 96817 — phone 808-768-7700
  • Maui County (Office on Aging): 95 Mahalani Street, Room 20, Wailuku, HI 96793 — phone 808-270-7774 (Molokai: 808-553-5241; Lanai: 808-565-6818)
  • Hawaii County (Office on Aging): 1055 Kinoole Street, Hilo, HI 96720 — Hilo: 808-961-8626; Kona: 808-323-4390
  • Kauai County (Agency on Elderly Affairs): 4444 Rice Street, Suite 330, Lihue, HI 96766 — phone 808-241-4470

The statewide ADRC access line is 808-643-2372.

Apply Online Instead

You do not need to visit an office at all for most applications. BESSD accepts SNAP and financial-assistance applications through the PAIS portal at pais-benefits.dhs.hawaii.gov, and Med-QUEST health coverage applications go through KOLEA at medical.mybenefits.hawaii.gov. Both portals work on phones and tablets, and you can upload documents as photos.

For Neighbor Island caregivers who face long drives, limited bus routes, or mobility challenges, the online portals are often the fastest path. You can still call the statewide line if you get stuck during the process.

Other Key Contacts

A few more numbers worth keeping handy:

  • Family Programs Hawaii Warmline: 808-545-1130 (Oahu) or 1-866-545-0882 (toll-free, all islands) — kinship support, seven days a week from 8:30 AM to 10:00 PM
  • Legal Aid Society of Hawaii: 808-536-4302 or 1-800-499-4302 — free legal help with guardianship, benefits appeals, and housing
  • PATCH (People Attentive To Children): 808-839-1988 — childcare referrals; for Preschool Open Doors applications, call 808-791-2130

Our Hawaii Kinship Financial Help Guide includes a printable island-by-island directory with all the contacts, office addresses, and phone numbers in one place, plus application tracking sheets so you never lose track of what you have filed and when follow-up is due.
