CalWORKs Recertification for Grandparents in California

Getting approved for a CalWORKs child-only grant is the hard part. Keeping it running should be simple — but only if you know what the county expects and when.

The SAR 7: Your Semi-Annual Report

California CalWORKs cases use semi-annual reporting. Every six months, you'll receive a SAR 7 form. It is due by the fifth calendar day of the SAR Submit Month; the county generally treats it as late if it has not received it by the 11th. The form asks about changes in the child's situation since your last report:

  • Whether the child still lives with you
  • Any income the child receives (child support, survivor benefits, trust payments)
  • Changes in the child's resources or living situation

Because you're a non-needy caretaker relative, your income, savings, and employment are excluded from the child-only eligibility calculation. A generic form may still ask for household information, so identify your case as non-needy caretaker and follow the county's instructions.

What Triggers a Mid-Cycle Report

Between SAR 7 filings, report changes required by the rules and county notice. If the child's income exceeds the Income Reporting Threshold (IRT) printed on your NOA, report it within 10 calendar days. Other changes to report include:

  • The child moves out of your home — report the change promptly to the county
  • The child's legal status changes — for example, a parent regains custody or a court issues a new order; follow the county's reporting instructions

You do not need to report changes in your own financial situation. A raise at your job, a new retirement account, or selling your house has no effect on the child-only grant.

Annual Redetermination

Once a year, the county conducts a full redetermination of eligibility. This is more thorough than the SAR 7 — the county may request updated documents:

  • Current proof of residence showing the child still lives with you
  • Updated verification of any child income
  • Confirmation that the child is still under 18 (or under 19 and enrolled full-time in high school, vocational school, or an equivalent GED program and expected to graduate before turning 19)

The county uses the SAWS 2 for its annual redetermination and will tell you when it is due. Complete and return it by the deadline in the notice.

Common Recertification Problems

The form asks for your income anyway. Some county forms are generic and include income questions for all household members. Explain that you are applying as a non-needy caretaker relative under Form CW 2219, and follow the county's instructions for completing the form.

You miss the SAR 7 deadline. A SAR 7 not received by the 11th of the SAR Submit Month is late. Read any Notice of Action and contact the county promptly about the next steps for your case.

The county sends the form to the wrong address. If you've moved, report your new address immediately. A missed SAR 7 because of an outdated address is one of the most common reasons child-only grants lapse.

CalFresh and Medi-Cal Have Their Own Schedules

If you're also receiving CalFresh, that program has its own SAR 7 at month six and an annual recertification using Form CF 37. Medi-Cal uses annual ex parte auto-renewals — the county attempts to verify eligibility using electronic records first, and only contacts you if it can't confirm eligibility automatically. Children's Medi-Cal also has a mandatory 90-day cure period, meaning coverage continues for three months after a procedural closure to give you time to respond.

The California kinship financial help guide lays out the reporting schedule for every program on one timeline, so you never miss a deadline across CalWORKs, CalFresh, and Medi-Cal.
