How Long Does CalWORKs Take to Approve in California?
When you're already spending your retirement savings on groceries and school clothes for a grandchild, 45 days feels like an eternity. But that's the window California counties have to process a CalWORKs application — and understanding the timeline helps you push back when things stall.
The 45-Day Rule
California counties must process a CalWORKs application within 45 calendar days of the date it's submitted. For a child-only grant filed by a non-needy caretaker relative (Form CW 2219), the clock starts the day the county receives your application — whether you submit through BenefitsCal.com, drop it off at the county welfare office, or mail it in.
If approved, aid may begin on the application date if the child was eligible then; the initial month is prorated. Check the Notice of Action for the county's beginning date of aid.
What Happens During Those 45 Days
The county doesn't sit on your application for six weeks. Here's the typical sequence:
- Application receipt and screening — the county logs your application and reviews it
- Verification request — the county may contact you for missing documents, such as proof of residence, relationship, or the child's income
- Eligibility determination — the county verifies the child's income and resources and confirms the application details
- Notice of Action — the county issues a written notice approving or denying the application within the 45-day processing period
Most child-only cases are straightforward because the county is only evaluating the child's financial situation, not yours. If the child has no income and no assets, verification is quick.
When the County Misses the Deadline
If day 45 passes without a decision, you have options:
- Call the caseworker directly — sometimes applications sit because a verification document was mailed to the wrong address or a fax didn't go through
- Request a County Administrative Review — CDSS lists this as an escalation route for CalWORKs
- Request a State Hearing — you can file a hearing request for "failure to act" if the county hasn't processed your application within the required timeframe
The State Hearing process can address a county's failure to act on an application.

Expedited Processing for Emergencies
CalWORKs doesn't have a formal expedited track the way CalFresh does (CalFresh requires processing within 3 calendar days for households with extremely low income and resources). But if you explain during intake that the child arrived with nothing — no food, no clothing, no medical coverage — the caseworker can flag the case for priority handling.
CalFresh's expedited processing is available separately. If you're applying for both programs through BenefitsCal, the CalFresh portion can be approved within days even while the CalWORKs application takes the full 45.
How to Avoid Delays
The most common reason for a child-only grant to take the full 45 days — or longer — is missing paperwork. Before you apply:
- Gather the child's birth certificate (or submit an affidavit if it's unavailable)
- Have the child's Social Security number ready (or explain that you're obtaining one)
- Bring proof that the child lives with you: school enrollment, medical records, or a signed statement
- Bring your ID and documentation showing your relationship to the child
