CalFresh for a Grandchild in California: Household Rules and How to Apply

How CalFresh Works for Non-Parent Relatives

CalFresh (California's SNAP program) provides monthly food benefits on an EBT card. The amount you receive depends on household size, income, and allowable deductions. For grandparents raising grandchildren, the critical question is who counts as part of the household.

Under CalFresh rules, people who live together and purchase and prepare meals together form a single SNAP household. But non-parent relatives have an option that biological parents do not: if you maintain separate food purchase and preparation from the grandchild, or if the child receives formal foster/kinship maintenance payments (Kin-GAP or ARC), the child may be excluded from your CalFresh household or evaluated under specialized categorical eligibility.

This distinction matters because your retirement income could push the combined household over the income limit — but if the child is evaluated as a separate household or excluded, the child's CalFresh eligibility is based on the child's own income, which is often zero.

Household Composition Options

For a grandparent raising a grandchild, the two main approaches are:

Combined household: You and the grandchild apply together as one CalFresh household. Your income counts, but so do your deductions (shelter, utilities, medical for elderly/disabled members). If your total household income is below the limit, the combined household may actually get a higher benefit than two separate applications would.

Separate household: If you maintain genuinely separate food purchase and preparation — you buy different groceries and prepare meals independently — the child can apply as their own CalFresh household. With zero income, the child would receive the maximum allotment for a one-person household.

The county makes the determination based on actual living arrangements. You cannot simply declare separate households if you eat the same meals together. But if the arrangement is genuinely separate — for instance, you prepare the child's meals from a separate food budget — the option is available.

2026-2027 Income Limits and Benefit Amounts

California uses Broad-Based Categorical Eligibility, which sets the gross income limit at 200% of the Federal Poverty Level. Under ACIN I-46-25, the general CalFresh asset limit is $3,000, rising to $4,500 for a household with a member aged 60 or older or who is disabled.

For FFY 2027 (October 2026 through September 2027):

Household Size Gross Monthly Income Limit Maximum Monthly Benefit
1 person $2,660 $306
2 persons $3,608 $562
3 persons $4,554 $808
4 persons $5,500 $1,023

Your actual benefit amount equals the maximum allotment minus 30% of your net income after deductions. Deductions include a standard deduction, excess shelter costs (up to $744/month), dependent care costs, and medical expenses over $35/month for elderly or disabled members.

Applying Through BenefitsCal

File your CalFresh application online at BenefitsCal.com or in person at your county welfare office using Form CF 285. You will need:

  • Proof of identity
  • Proof of California residence
  • Income documentation (yours and the child's)
  • Shelter and utility expense records

If you are also applying for CalWORKs child-only aid, file both at the same time. The applications go through the same county office and share much of the same documentation.

Expedited Processing

If your gross monthly income is under $150 and liquid resources are $100 or less, or if your combined shelter and utility costs exceed your gross income plus liquid resources, you qualify for expedited CalFresh processing. The county must provide benefits within three calendar days.

This is critical for grandparents who take in a child suddenly and need food assistance immediately. Do not wait for the CalWORKs decision (which can take 45 days). File for CalFresh simultaneously and mention expedited processing if you qualify.

Reporting Requirements

After approval, CalFresh uses Semi-Annual Reporting. You file a SAR 7 form at the six-month mark and do an annual recertification (Form CF 37). Between those points, you must report changes only if your gross income exceeds 130% of the Federal Poverty Level.

If the child's income, living arrangements, or benefit payments change, report the change to the county so it can reassess the CalFresh household and eligibility rules.
