BC Kinship Caregiver Child Disability Benefit and Special Needs Funding

Three Layers of Disability Support That Stack

If you are raising a relative's child who has a disability in British Columbia, support may be available through federal, provincial tax-linked, and ministry programs. EFP maintenance, CCB, BCFB, and the Child Disability Benefit can be received together when you meet each program's rules, and these payments do not reduce OAS, GIS, or CPP retirement benefits. CYSN and Enhanced Out-of-Care support have separate eligibility assessments.

Layer 1 — Federal Child Disability Benefit (CDB): A tax-free monthly add-on to the Canada Child Benefit, paid by the CRA. For July 2025 to June 2026, the maximum is $3,411 per year ($284.25/month) per eligible child. It is income-tested alongside your CCB and requires CCB eligibility and Disability Tax Credit approval; no particular formal kinship arrangement is required.

Layer 2 — BC Children and Youth Disability Benefit: British Columbia is transitioning its Children and Youth with Support Needs (CYSN) framework into a unified direct-funding model beginning in 2026. Base Tier funding provides $6,500 annually per child. Higher Tier funding provides up to $17,000 annually for children with complex support needs. This is not income-tested. A separate BC Children and Youth Disability Supplement (up to $6,000/year, income-tested) is expected to begin distribution through the CRA in 2026–2027.

Layer 3 — Enhanced Out-of-Care (EOOC) supports: If you are an EFP or CFCSA out-of-care caregiver, MCFD can provide additional funding for children with developmental, behavioural, or medical needs — from $6,500 up to $26,000 per year for high-need cases, plus up to $5,000/year for equipment or housing modifications.

How to Unlock the Federal Child Disability Benefit

The gateway is Form T2201 (Disability Tax Credit Certificate). A qualified medical practitioner completes the form describing the child's functional limitations. You submit it to the CRA.

Once the CRA approves the Disability Tax Credit, the Child Disability Benefit is automatically added to your monthly CCB payment. You do not need a separate application for the CDB itself.

The CDB is tax-free and excluded from income calculations. It does not reduce your OAS, GIS, or CPP pension. EFP maintenance is not means-tested against your income or assets.

Accessing CYSN and EOOC

For the new BC Children and Youth Disability Benefit, registration is through the MCFD CYSN office. You will need the child's professional diagnostic assessment and, in many cases, an Individual Education Plan (IEP) from the school.

For Enhanced Out-of-Care supports, contact the MCFD Client Relations Branch at 1-877-387-7027 (Press 1) or your assigned social worker. Your team leader can authorise general funding up to $1,000/year. Higher amounts — up to $5,000 for housing modifications or up to $26,000 for specialised behavioural support — require written approval from the regional Director of Operations.

What the Numbers Look Like Together

The CRA amounts below use the July 2025 to June 2026 benefit rates.

A kinship caregiver raising a 9-year-old with complex needs under an EFP agreement can potentially receive:

  • EFP maintenance: $1,549.20/month
  • Canada Child Benefit: up to $562.33/month
  • BC Family Benefit: up to $145.83/month (plus $41.66 if single)
  • Child Disability Benefit: $284.25/month
  • BC CYSN Disability Benefit: $6,500–$17,000/year (depending on assessed tier)
  • EOOC supports: $6,500–$26,000/year for specialized in-home support or respite in high-need cases; equipment or housing modifications are generally up to $1,000/year, with Director of Operations approval up to $5,000/year

The maximum figures above exceed $5,000 per month when annualized, but the programs have separate eligibility and assessments; the supports are not guaranteed to be awarded together or paid as monthly installments. EFP maintenance, CCB, BCFB, and the Child Disability Benefit are tax-exempt or tax-free. Ask about tax treatment for other approved supports.

The BC kinship financial help guide includes a disability funding roadmap that walks through each layer — the forms, the agencies, the timelines — so nothing gets missed during what is already a demanding caregiving situation.
