BC Kinship Care Back Payments: How Retroactive Benefits Work

You May Be Owed Months of Payments

Many kinship caregivers spend weeks or months caring for a child before they learn about the financial supports available. By the time you apply, you've already been paying for food, clothes, and school supplies out of your own pocket. The good news is that several BC and federal benefit programs pay retroactively.

Canada Child Benefit: Up to 11 Months Back

The CCB is the most generous retroactive benefit available to kinship caregivers. By law, the CRA will pay back up to 11 months before the date they receive your RC66 application. If the child moved in with you in January and you apply in October, you'll receive a lump sum covering January through October once your application is approved.

Using the 2025–2026 maximum benefit rates, 11 months of retroactive CCB is over $7,300 for one child under 6 and over $6,100 for a child aged 6 to 17. Check CRA for current rates.

Two things to keep in mind:

  • The 11-month limit is firm. If you wait longer than 11 months to apply, you lose the earliest months permanently.
  • The retroactive payment usually arrives as a single lump sum in your first CCB deposit, followed by regular monthly payments going forward.

BC Family Benefit: Automatic With CCB

The BCFB is calculated and paid alongside the CCB. When CRA approves your CCB application and issues retroactive payments, the BCFB retroactive amount is included automatically. You don't need to apply separately or request back payment.

Extended Family Program: Confirm the Effective Date

EFP maintenance is provided under a Section 8 agreement. If the child moved in before the agreement was signed, ask MCFD or the delegated agency in writing what effective date applies and whether any earlier period can be considered. Do not budget on retroactive EFP payments until the agency confirms the agreement's start date.

Contact MCFD or the delegated agency as early as possible to begin the assessment and clarify when payments can start. If the need is urgent, ask the worker whether any assessment steps can be expedited and whether the effective date can reflect the earlier placement.

Emergency and One-Time Payments

If you're in an urgent financial situation while waiting for benefits to be processed, there are a few emergency options:

Income assistance emergency help: If you receive or are applying for BCEA assistance, contact MSDPR through My Self Serve to ask what current emergency help applies to your situation. Do not assume a kinship placement alone qualifies for a one-time payment.

EFP requests: If you have an EFP agreement but have not received your first payment, ask your social worker whether any support is available for essential child expenses while the payment is pending.

Community emergency funds: Many communities have charitable emergency funds administered by United Way, Salvation Army, or local family service agencies that can help with immediate costs.

How to Maximize Your Retroactive Payments

The single most important thing you can do is apply for every benefit as soon as the child moves in. Don't wait until you have a court order or an EFP agreement — you can apply for the CCB based solely on the child's physical residence with you and your evidence of primary caregiver status.

File your RC66 with CRA as soon as you qualify and can document the child's care. Start the EFP assessment with MCFD promptly. Do both in parallel. The 11-month CCB retroactive limit runs from when CRA receives your application, so file promptly to avoid losing eligible months.

The BC Kinship Financial Help Guide includes an application tracking log that maps out when to apply for each benefit and the retroactive windows for each, so you don't leave money on the table.
