Arkansas WIC for Grandparents and Relative Caregivers

Grandparents raising young children often overlook WIC because they assume only parents qualify. Relative caregivers can apply on behalf of children under 5 in their care.

What WIC Provides

The Women, Infants, and Children program delivers monthly food packages tailored to the child's age: infant formula, cereal, fruits, vegetables, milk, eggs, whole grains, and other staples. Benefits are loaded onto an EBT card and redeemed at participating grocery stores. WIC also provides nutritional assessments, health screenings, and referrals to other services.

For kinship families, WIC can provide a separate source of nutrition support while another food assistance application is pending. Call a local county health unit to make an appointment; WIC staff will check eligibility there.

Eligibility for Kinship Caregivers

Arkansas WIC is administered by the Arkansas Department of Health (not DHS). To qualify:

  • The child must be under 5 years old and live in Arkansas
  • The household must meet income guidelines (generally 185% of the Federal Poverty Level)
  • The child must have a nutritional need, assessed by WIC staff during the appointment

Grandparents and relative caregivers can apply on behalf of minor relatives. Contact the local WIC clinic if you are unsure which documents it needs to confirm your role.

Adjunctive Eligibility

If the child already receives SNAP benefits, ARKids First A (Medicaid), or TEA cash assistance, income verification is automatically waived — the child is "adjunctively eligible" for WIC. You just show proof of the existing benefit and skip the income documentation.

If the child already receives ARKids A, that can satisfy the WIC income test; WIC staff still check Arkansas residency and nutritional need.

How to Apply

Contact your local county health unit or call the Arkansas WIC hotline to make an appointment. Bring:

  • The child's identity document (birth certificate, immunization record, or medical records)
  • Proof of Arkansas residency, such as a current utility, cable, or phone bill; a current mortgage or rent receipt; or proof of Arkansas Medicaid, TEA, or SNAP
  • Proof of income — or proof of SNAP/ARKids/TEA enrollment for adjunctive eligibility

WIC certification lasts 6 to 12 months depending on the child's age, with recertification appointments to continue benefits.

WIC Alongside Other Programs

WIC does not reduce SNAP benefits. The two programs stack: WIC covers specific nutritional items, while SNAP covers broader grocery needs. A kinship family receiving SNAP, WIC, and free school meals through direct certification can close most of the food budget gap.
