Alabama Child Care Subsidy for Grandparents: Waitlist, Priority, and How to Apply

The Waitlist Changed Everything — But Not for Everyone

On May 8, 2026, Alabama DHR placed all new non-priority childcare subsidy applications on a statewide waiting list. Funding ran short, and standard applicants now wait indefinitely on a first-come, first-served basis.

But the waitlist has exceptions. Children in active child protective services cases, foster care placements, special needs care, and "TANF – Other Relative" categories keep priority enrollment. That last category is the one kinship caregivers need to know about.

If you're a grandparent or relative already receiving child-only Family Assistance for the child (or you qualify for it), the child may be classified under the TANF – Other Relative priority. That classification can bypass the waitlist entirely — but only if the application is coded correctly.

Income Limits

The entry threshold is household income at or below 130% of the Federal Poverty Level. Once enrolled, you can remain in the program until household income exceeds 85% of the State Median Income. The gap between entry and exit thresholds means once you're in, you have a much wider income buffer before losing the subsidy.

Activity Requirements and Exemptions

The standard requirement is 30 hours per week of work, school, or training. But Alabama exempts several groups common among kinship caregivers:

  • Retired caregivers or those aged 60+ — exempt from the work/training requirement
  • Caregivers receiving disability benefits (SSI, SSDI) — exempt
  • TANF/JOBS participants — meet the activity requirement through their TANF compliance

If you're a retired grandparent on Social Security raising a grandchild, the activity requirement doesn't apply to you.

How the Subsidy Works

DHR pays the childcare provider directly. You pay a sliding-scale co-payment based on family size and income. Sibling discounts apply when multiple children are enrolled. The subsidy covers licensed center-based care and licensed family home care for children under 13 (or under 19 if the child has a disability).

Applications go through regional Child Care Management Agencies (CMAs), not the county DHR office directly. You can start the process through the MyDHR portal.

Why the Priority Classification Matters

An unguided caregiver who applies under the generic low-income category hits the waitlist. A caregiver who applies under "TANF – Other Relative" — because they're receiving or eligible for child-only Family Assistance — gets priority access. The difference can be months of waiting versus immediate enrollment.

This is exactly the kind of administrative detail that falls through the cracks when you're navigating the system without a roadmap. The Alabama Financial Help for Kinship Caregivers guide covers the childcare priority categories, the application routing, and the documentation needed to secure the right classification on Day 1.
