WV WORKS Vehicle Repair and Support Service Payments

Support Services Beyond the Monthly Check

The WV WORKS child-only grant is a monthly cash payment, but the program includes something most caregivers never hear about: nonrecurring support service payments designed to remove barriers to stable caregiving.

These payments are separate from the monthly grant. They are administered by BFA family support units under the Income Maintenance Manual (IMM) Chapter 18.

The Vehicle Repair Payment

The most significant support service is the vehicle repair allowance: up to $2,000 per lifetime per household. In rural West Virginia, where county DoHS offices, doctors, and schools may be an hour's drive away, a broken-down car can cut a family off from every service the child needs.

This is a lifetime cap, not a single-payment or single-vehicle restriction: more than one repair may be covered while the total stays within the $2,000 limit. A 2026 Board of Review hearing decision (26-BOR-1225) reversed a denial where the caseworker claimed the policy limited repairs to one specific vehicle. The Board found that the Income Maintenance Manual does not impose a one-vehicle restriction.

If you have been denied this payment, that Board of Review decision is worth knowing about.

Other Available Support Services

Beyond vehicle repair, WV WORKS support services can cover:

  • Emergency children's clothing — grants for essential clothing when a child arrives with nothing
  • Identification documents — fees for a driver's license, state photo ID, or other official identification needed for the caregiver to access services
  • Childcare referrals — direct connections to subsidized childcare placements through regional CCR&R agencies

These are not recurring monthly payments. They are one-time or limited-use grants triggered by specific need.

How to Request Support Services

Support service payments are not automatic. You must be receiving WV WORKS benefits and have an active, open case. Then:

  1. Contact your BFA caseworker and specifically ask about support services under IMM Chapter 18
  2. Explain the barrier you are facing (vehicle breakdown, lack of identification, child arriving without clothing)
  3. Provide documentation as requested (repair estimate, receipt, identification fee schedule)

The key word is "ask." These payments are not volunteered during routine appointments. If you do not know they exist, you will not receive them. County caseworkers handle heavy caseloads and may not proactively mention every available service.

Eligibility Requirements

To qualify for support service payments:

  • You must be an active WV WORKS recipient (the child-only grant counts)
  • Your case must be open and in good standing
  • The payment must address a documented barrier to the caregiving arrangement
  • The request must fall within the $2,000 lifetime vehicle repair cap or the applicable limit for other services

If your case has been closed, these payments are no longer available until you reapply and are approved for WV WORKS.

The West Virginia Kinship Financial Help Guide covers every support service available under the WV WORKS program and includes the IMM policy references you need when discussing them with your caseworker.
