How Long Does a Wisconsin Kinship Care Application Take to Get Approved?

Expect 30 to 45 Calendar Days

From the date your county human services department (or DMCPS in Milwaukee) receives your completed, signed application, a Kinship Care eligibility decision typically takes 30 to 45 calendar days. That's the standard processing window under Wis. Admin. Code ch. DCF 58, though actual timelines vary by county caseload and how quickly background checks clear.

The critical point: payments cannot be backdated before the date the agency receives your application. If you submit on March 1 and get approved on April 10, your first payment covers March — you don't lose March. But if you wait until April to submit and get approved in May, you've lost a full month of the $384 base payment.

What Happens During Those 30–45 Days

Application review and background-check initiation. For voluntary or private arrangements, the agency reviews Form DCF-F-CFS2023-E; court-ordered out-of-home placements use Form DCF-F-2483-E. The agency begins mandatory background checks on every adult household member aged 18 and older, including criminal history databases, the Wisconsin child abuse and neglect registry, and fingerprint-based federal checks under Wis. Stat. § 48.57(3p).

Background-check follow-up. The agency completes the required criminal history, registry, and fingerprint-based checks. Additional record requests can extend the overall review.

Eligibility determination. The agency verifies that the placement meets the best-interest standard, confirms the child meets CHIPS/JIPS criteria (or would meet them if returned to the parents), and reviews any child-specific income. They'll contact you if they need additional documentation.

Written notice. You receive a written determination approving or denying the application. If approved, the first monthly payment is issued retroactive to the application date.

What Slows Things Down

The most common delays:

  • Incomplete applications. Missing the child's Social Security number, a household adult's information, or proof of relationship means the agency has to request it before processing can continue.
  • Background check complications. A prior conviction, even one that's decades old, triggers an additional review. Barred offenses under Ethan's Law (2021 Wis. Act 72) result in mandatory denial unless a Director Review is granted under the discretionary exception.
  • Out-of-state records. If any adult household member lived outside Wisconsin recently, the agency must request records from those states. Interstate checks routinely add 2–4 weeks.
  • County funding caps. In rare cases, a county may have exhausted its Kinship Care allocation. Eligible applicants go on a chronological waitlist until funds are available.

How to Speed Up the Process

Submit a completed application. For voluntary or private arrangements use Form DCF-F-CFS2023-E; court-ordered out-of-home placements use Form DCF-F-2483-E. Before submitting, make sure you have:

  • The child's birth certificate and Social Security number
  • Your photo ID and proof of Wisconsin residency
  • Full legal name, date of birth, and Social Security number for every adult (18+) in your home
  • Any court orders, Power of Attorney (Form GF-223), or other legal documents

After submitting, call the agency to confirm it received your application and ask whether it needs anything else. Don't wait for the agency to contact you.

If You're Denied

A written denial notice triggers a 45-calendar-day window to file an appeal with the Division of Hearings and Appeals (DHA). If the denial was based on a background check finding, you can request a Director Review, which gives the local agency discretion to approve the application despite the finding. Don't assume a denial is final.

The Wisconsin Kinship Financial Help guide includes an Application Filing Tracker that logs submission dates, follow-up calls, and the 45-day appeal deadline, so you never miss a critical window.
