Washoe County School Enrollment for Kinship Caregivers
Enrolling in WCSD Without a Court Order
If you're a grandparent, aunt, uncle, or family friend raising a child in Reno, Sparks, or the surrounding Washoe County area, enrolling that child in the Washoe County School District follows a different process than what CCSD does in Las Vegas. WCSD is smaller and more centralized, but the same Nevada enrollment rights apply: the child has the right to attend school based on where they physically live, not on who holds legal custody.
Form 5055: WCSD's Administrative Guardianship Form
Washoe County School District uses its own Administrative Form 5055 for parent-signed short-term guardianship appointments. This form aligns with the NRS 159A.205 framework — the parent with legal custody signs a document appointing you as the child's temporary guardian — but it's WCSD's version of the paperwork.
Use WCSD's Form 5055, "Appointment of Short-Term Guardian by a Parent," and confirm submission instructions with your child's assigned school or WCSD. The form needs to be signed by the parent with legal custody and notarized, just like the state NRS 159A.205 agreement. If both parents share joint legal custody, both must sign. A single parent's signature is sufficient only if the other parent is deceased, legally unknown, has had parental rights terminated, or the signing parent has sole legal custody by court order. If the child is 14 or older, their signature is also required under Nevada law.
Bring the completed form along with:
- The child's birth certificate or passport
- Up-to-date immunization records
- Proof of address showing the child lives with you in Washoe County
- Your photo ID
Children in Transition: McKinney-Vento in Washoe County
WCSD operates the Children in Transition (CIT) program, which implements the federal McKinney-Vento Homeless Assistance Act. If the child's placement with you resulted from housing instability, economic hardship, domestic violence, or a parent's sudden displacement, the CIT program can facilitate immediate enrollment.
Under McKinney-Vento, the child qualifies for:
- Immediate enrollment without a birth certificate, immunization records, academic transcripts, or guardianship documents
- School of origin rights — the child can continue attending their previous school even if it's in a different part of the district
- District-provided transportation to the school of origin
- Automatic free school meals without income verification
Contact the CIT office directly to request an assessment. They'll determine eligibility based on the child's living situation, not on whether you have guardianship paperwork.

Second Judicial District Court Resources
If you need to move beyond the short-term guardianship form — because the parent won't sign, the six-month renewal cycle has become unworkable, or the child needs you to have full legal authority — Washoe County families file through the Second Judicial District Court in Reno.
The court's self-help center can walk you through the guardianship petition process. Northern Nevada Legal Aid (NNLA) and Nevada Legal Services offer free assistance to families who qualify by income.
Rural Washoe County Considerations
Families in the more rural parts of Washoe County may have longer drives to school offices and limited access to notary services. The NRS 159A.205 agreement can be signed and notarized anywhere in Nevada (or out of state) — you don't have to go to the school district office for notarization. Call ahead to confirm local notary availability before traveling.
If you're in an outlying area and the school office is hours away, call ahead to confirm exactly which documents they need so you don't make the trip twice.
Our Nevada School and Medical Consent Guide covers the full Washoe County enrollment process alongside Clark County and rural district procedures — every form, every office, and what to do when the paperwork gets complicated.
