Vermont Kinship Benefits Recertification and Renewal
Missing a recertification deadline is one of the fastest ways to lose benefits you already qualified for. Vermont agencies send renewal paperwork by mail, and if it gets lost or sits in a pile, your Reach Up Child Only cash, food benefits, or health coverage can close without warning.
Renewal Schedules for Each Program
Every major kinship benefit in Vermont runs on its own renewal clock:
- Reach Up Child Only — 12-month recertification, with an interim report every six months. ESD mails the renewal form roughly 30 days before your anniversary date. You need to update any changes to the child's income, household composition, or living arrangement.
- 3SquaresVT (SNAP) — certification periods are 12 or 24 months, depending on the household. ESD sends a renewal packet. You report any household changes, updated income, and shelter costs.
- Dr. Dynasaur (Medicaid/CHIP) — 12 months of continuous eligibility, then the Department of Vermont Health Access attempts an automated renewal using state databases (ex parte renewal) before requesting documents from you.
- CCFAP childcare subsidy — 12-month recertification through the CDDIS Parent Portal or your local Community Child Care Support Agency.
- Title IV-E Guardianship Assistance (GAP) — annual review with your DCF Family Services caseworker. This is a contact-based review, not a full reapplication.
What Happens If You Miss the Deadline
If ESD closes your Reach Up Child Only because you did not return the recertification form, you can reapply. But there is a gap — you lose payments between the closure date and the new approval date, and retroactive reinstatement is not automatic.
For 3SquaresVT, benefits stop if the certification period ends before your renewal is completed. If you submit the renewal within 30 days after the period ends, SNAP rules treat it as a recertification; after that, you must file a new application.
Dr. Dynasaur is more forgiving because of continuous eligibility — coverage holds for the full 12-month period even if income fluctuates. If DVHA cannot renew coverage automatically and you do not return requested information by the due date, coverage can end.
How to Stay Ahead of Renewals
The simplest protection is a calendar system. When you receive an approval letter for any benefit, note the approval date and count forward 11 months — that is when you should start watching for the renewal packet.
Keep a running file of the documents you will need at renewal: the child's current school enrollment record, any Social Security or child support statements, your lease or mortgage statement, and utility bills. Having these ready means you can return the form the week it arrives instead of scrambling for paperwork you cannot find.
If a renewal form does not arrive within 30 days of your anniversary, call the administering agency before the deadline passes. For Reach Up and 3SquaresVT, that is the ESD Benefits Service Center at 1-800-479-6151. For Dr. Dynasaur, call DVHA Customer Service at 1-855-899-9600.
For Medicaid and Dr. Dynasaur, DVHA must try to renew coverage using information already available before asking for more documents. If it can verify eligibility from those records, your renewal may be completed automatically. But do not count on it — always confirm.

When Benefits Close and You Need to Reapply
If benefits close due to a missed renewal, reapply immediately. ESD processes new Reach Up applications within 30 days. SNAP expedited service must be provided within seven calendar days for households with gross monthly income below $150 and liquid resources of $100 or less, households whose gross monthly income plus liquid resources is less than monthly shelter costs, and destitute migrant or seasonal farmworker households.
Our Vermont Kinship Financial Help Guide includes a recertification calendar and document tracker so you can organize renewal paperwork across all programs in one place.
