Free Legal Help for Utah Kinship Caregivers — Guardianship, Benefits, and Appeals
Why Kinship Caregivers Need Legal Help
Financial benefits and legal arrangements are tangled together in kinship care. A grandparent applying for the Specified Relative Grant may also need a power of attorney for school enrollment, or a guardianship order to consent to medical procedures. A DWS denial might require an administrative appeal. A DCFS guardianship subsidy involves negotiating Form OH62 before a juvenile court hearing.
Private family law attorneys in Utah charge $250 to $450 per hour. A minor guardianship filing through a private firm runs $1,500 to $5,000. For caregivers on fixed incomes, that is not realistic. Free legal resources exist, but each one serves a different purpose.
Utah Legal Services (ULS)
ULS is the primary free legal aid organization for low-income Utahns. They handle:
- Public benefit appeals (SNAP denials, FEP cash grant reductions, Medicaid terminations)
- Minor guardianship petitions
- Protective orders
- Other non-criminal civil matters affecting kinship families
ULS screens applicants by income. If you qualify, they may provide direct legal representation — an attorney who handles your case, not just advice over the phone.
Statewide intake line: 1-800-662-4245 or 801-328-8891, Monday through Friday, 9 AM to 2 PM. Online intake at utahlegalservices.org.
Senior Citizen Law Center: Within ULS, this division provides direct assistance to caregivers age 60 and older.
Utah State Courts Self-Help Center
The Self-Help Center helps people who are representing themselves in court. Staff explain court processes, walk you through standardized forms (including Form 1300GU for minor guardianship), and clarify what each document requires. They do not provide legal advice, cannot fill out forms for you, and do not represent you in hearings.
For a grandparent filing an uncontested guardianship where each living parent consents or parental rights have been terminated, the Self-Help Center can guide you through the paperwork. If a parent is unreachable, ask the court or legal aid what notice and evidence the petition requires. For contested cases where a parent objects, you will likely need ULS or another attorney.

Timpanogos Legal Center (TLC)
TLC operates free legal advice clinics and a family law hotline staffed by volunteer attorneys. They cover family law issues including guardianship, custody, and protective orders. The clinics are appointment-based, and the advice sessions are typically 30 minutes.
Hotline: 801-649-8895, Monday through Friday, 9 AM to 2 PM. Email: [email protected].
Legal Aid Society of Salt Lake
This organization assists income-eligible individuals in Salt Lake County with minor guardianship filings and protective orders. Their scope is narrower than ULS — limited to Salt Lake County and specific case types — but for caregivers in the metro area, they can be faster to access.
Phone: 801-328-8849 or 801-238-7102.
Choosing the Right Resource
If you need help with a benefit denial or appeal (DWS turned down your Specified Relative Grant, reduced your SNAP, or terminated Medicaid), start with ULS. They handle administrative hearings and can represent you at the proceeding.
If you need guardianship forms and the case is uncontested, the Self-Help Center is sufficient. If the case is contested or complicated, ULS or the Legal Aid Society is the right path.
If you want a quick legal question answered — whether to pursue guardianship or a power of attorney, for example — the Timpanogos Legal Center hotline gives you attorney advice without a full case intake.
The Utah Kinship Financial Help guide includes contact details for all these resources alongside the benefit programs, so you can match each legal question to the right organization without making a dozen phone calls.
