South Dakota DSS Benefits Application: Documents You Need

Gather Documents Before You Apply

The most common reason kinship benefit applications stall in South Dakota is missing paperwork. Verification deadlines vary by program: TANF applicants must provide needed information within 30 days of the signed application, and a CCA request for missing verification gives you 10 working days. Follow the due date in your SNAP or Medicaid request notice. Missing a program's deadline can lead to denial or closure.

Assembling everything upfront can reduce verification delays. Filing rules and benefit start dates vary by program; for TANF, assistance cannot begin before the application date.

Documents to Have Ready

DSS may ask for documents like these, depending on which program you apply for:

Child's identity and citizenship:

  • Birth certificate
  • Social Security card
  • Green card or immigration documents (if applicable)

Relationship verification:

  • Birth certificates showing the chain of relationship — your birth certificate connecting you to the child's parent, and the parent's birth certificate connecting to the child. For an aunt or uncle, you need the certificates showing the common grandparent link.

Your identity and address:

  • Driver's license or state ID
  • Utility bill, lease agreement, or mortgage statement showing your current South Dakota address

Child's income (if any):

  • Child support payment records or court orders
  • Social Security benefit statements (survivor benefits, disability)
  • Trust account statements
  • Any other income in the child's name

Program-Specific Documents

TANF requires a paper application (Form DSS-EA-301 or DSS-EA-201). You will also complete Form DSS-EA-231 (Child Support Referral) separately for each parent not living with each child for whom you request assistance.

SNAP adds household-level requirements: income verification for everyone in the SNAP household (pay stubs, award letters), shelter cost documentation (rent receipts, mortgage, utility bills), and medical expense receipts for elderly or disabled household members.

Medicaid/CHIP applications can go through eaportal.sd.gov. For children, income documentation follows MAGI rules — you may not need to provide your own income records if you do not claim the child as a tax dependent.

CCAP requires proof of work hours (80/month) or school enrollment (12 credit hours), unless you qualify for a relative caretaker exception. You also need your childcare provider's information and licensing status.
