How to Apply for Ohio Kinship Benefits Online at benefits.ohio.gov

The Portal Covers Three Programs

The Ohio Benefits Self-Service Portal at ssp.benefits.ohio.gov handles applications for Ohio Works First (OWF) cash assistance, SNAP food benefits, and Medicaid health coverage. Form JFS 07200 lets you apply for these programs; select each program you want the county to consider. One submission does not automatically apply you for all three.

Programs not on this portal: KSP, KPI, and KGAP go through your local Public Children Services Agency. Publicly Funded Child Care has a separate application process through county JFS. PRC emergency funds are requested directly at your county JFS office.

Before You Start the Application

Have these ready before you sit down at the computer:

  • Child's Social Security number (or proof you've applied for one)
  • Child's birth certificate or other proof of citizenship
  • Proof of Ohio residency — a utility bill, lease, or landlord statement in your name
  • Proof of your relationship to the child — this can be a Grandparent POA, Caretaker Authorization Affidavit, court custody order, or even school enrollment records showing the child lives with you
  • Information about the child's income — court-ordered child support amounts, Social Security survivor benefits, or SSI. If the child has no income, that's fine — most don't

You do not need your own income information for OWF child-only. The portal will ask about household income for SNAP and Medicaid, but OWF child-only grants exclude the caregiver's earnings, pension, and Social Security entirely.

The Critical Step: Identifying the Right Assistance Group

The biggest pitfall for kinship caregivers using the online portal is how you define your household. For OWF child-only, the assistance group is just the child (or children). You are the caretaker relative, not a member of the assistance group.

If the portal's questions lead you to include your own income in the OWF calculation, something has gone wrong. Your pension, wages, Social Security, or retirement savings should not appear in the child-only cash assistance section. If you're unsure whether you've selected the right options, save your progress and call your county JFS office to confirm before submitting.

For SNAP, the rules are different — people who live together and customarily purchase and prepare food together are counted as one household. Your income does matter for SNAP. But Ohio uses categorical eligibility with a gross income limit at 200% of the Federal Poverty Level, and standard deductions for shelter costs and dependent care can significantly increase your allotment.

What Happens After You Submit

Processing timelines:

  • OWF cash assistance: 30 calendar days
  • SNAP: 30 calendar days (7 days for expedited processing if you meet income/resource thresholds)
  • Medicaid: 45 calendar days

Your county JFS may contact you for a phone or in-person interview. They'll verify your documents and may request additional proof. Benefits are retroactive: OWF starts from the date you submitted the application, and Medicaid can cover up to three months before you applied if the child had qualifying medical expenses.

If your application is approved, OWF and SNAP benefits load onto the Ohio Direction EBT Card. Medicaid coverage activates through one of Ohio's managed care organizations.

If the Portal Feels Overwhelming

You have other options. Call 1-844-640-6446 to apply by phone, or visit your county JFS office in person with your documents. Some caregivers find it easier to sit down with an intake worker who can walk through the form with them.

You can also call OhioKAN at 1-844-644-6526 before applying. A navigator can help you understand which programs to request and what documents you'll need — so when you do sit down at the portal, you know exactly what to enter.

Our Ohio Kinship Financial Help guide includes a document preparation checklist organized by program, so you can gather everything in one pass before submitting a single application that covers OWF, SNAP, and Medicaid together.
