NJ Kinship Care Subsidy Program (KCSP) — $250 Monthly Payment Explained

What KCSP Pays and Who Gets It

The Kinship Care Subsidy Program pays $250 per month per child to relative caregivers who have obtained a Kinship Legal Guardianship (KLG) order through the New Jersey Family Court. It's governed by N.J.A.C. 10:90-19 and administered through the Division of Family Development.

KCSP is specifically for families outside the child welfare system. If CP&P placed the child with you through a formal foster care case, you'd qualify for KinGAP instead (which pays higher rates). KCSP serves the grandparent who went to court on their own to get guardianship — not because child protective services was involved, but because the parents couldn't care for the child.

The Income Ceiling

Your household's gross annual income can't exceed 150% of the Federal Poverty Level. For reference:

  • 2-person household: roughly $32,460 per year
  • 3-person household: roughly $40,980
  • 4-person household: roughly $49,500

Income is measured using WorkFirst NJ gross income definitions, based on four consecutive weeks of wage and unearned income documentation. If you receive Social Security retirement benefits of $2,200 per month as a single caregiver, your annual gross of $26,400 falls within the 2-person limit.

The Dollar-for-Dollar Offset

If the child receives their own unearned income — Social Security survivor benefits, for example — that amount reduces the $250 subsidy dollar for dollar. A child receiving $150 per month in survivor benefits would bring the KCSP payment down to $100. Child support collected on behalf of the child also counts.

This offset applies only to the child's income, not the caregiver's. Your pension or wages affect eligibility through the 150% FPL cap, but they don't directly reduce the $250 payment.

County Slot Limits and Waitlists

Unlike child-only TANF (which is an uncapped entitlement — anyone who qualifies gets it), KCSP operates under fixed annual county funding allocations. When your county's slots are full, new applicants go on a waitlist until funding turnover opens a spot.

There's no way to predict waitlist length. Some counties have available slots; others run full. The only way to find out is to apply and ask your County Social Services Agency about current availability.

How KCSP Stacks with Other Benefits

KCSP and WorkFirst NJ child-only TANF are separate programs. A caregiver who has a KLG order and meets the income limits for both can receive the $250 KCSP subsidy plus the $214 child-only TANF grant simultaneously — $464 per month for one child.

The KCSP payment counts as unearned income for NJ SNAP, which may reduce food benefit amounts. NJ FamilyCare uses separate MAGI household rules; ask NJ FamilyCare how the subsidy is counted in the child's eligibility calculation.

What You Need to Apply

The core requirement is a certified Kinship Legal Guardianship order from the Superior Court of New Jersey. Beyond that, you'll need:

  • Proof of household income for the last four weeks
  • The child's birth certificate and Social Security number
  • Proof of New Jersey residency
  • Documentation of any income the child receives directly

Applications go through your local County Social Services Agency — the same office that handles TANF and SNAP.

The New Jersey Kinship Financial Help Guide walks through KCSP alongside every other NJ kinship benefit, with a side-by-side comparison of KCSP and KinGAP, income worksheets, and a renewal calendar so you don't lose the subsidy at redetermination.
