New Mexico Kinship Care Recertification: TANF, SNAP, and Medicaid Renewals
Getting approved for benefits is the first hurdle. Keeping them is the ongoing one. SNAP, NM Works cash assistance, and Turquoise Care Medicaid all require periodic renewal, and a missed deadline or missing document can interrupt benefits after a notice with a response date.
SNAP Recertification
SNAP certification periods vary. Your renewal notice gives the certification end date and response deadline; follow the date in that notice.
What you need to submit:
- Updated income documentation (Social Security benefit letter, pay stubs, pension statements)
- Any changes in household composition (a child moved in or out, a birth parent returned)
- Updated shelter costs if they changed (new lease, increased rent)
Since January 1, 2026, New Mexico's expanded SNAP work or activity rule may require some recipients to complete 80 hours per month and report their hours at renewal. The rule applies to some adults ages 18 to 64 who are able to work, are not caring for a child under 14, and do not qualify for another exemption. HCA lists caring for someone as a possible exemption, so ask ISD which exemption applies to your case.
At renewal, HCA may ask for proof of an applicable exemption as well as identity, household, income, housing, utility, and childcare information. Keep copies of every document you submit.
NM Works (TANF) Cash Grant Recertification
Child-only TANF grants are recertified on a regular schedule set by your caseworker. The process is lighter than SNAP because the only income evaluated is the child's. Submit updated information about:
- Any new child income (child support, Social Security survivor benefits, SSI)
- Changes in the child's living arrangement
- School attendance verification for school-age children
The school attendance requirement applies at recertification: if a child accumulated three unexcused absences in a grading period, the child can be removed from the benefit group until 30 consecutive days of compliance.
Turquoise Care Medicaid Renewals
Children on Turquoise Care receive 12 months of continuous eligibility, and annual redeterminations still occur. The HCA uses electronic checks to verify some information, but respond to any renewal notice or document request by the stated deadline.
If coverage is closed procedurally due to missing paperwork, you have a 90-day reconsideration window to submit the required documents without filing a brand new application.
Children in kinship care are protected under continuous pediatric coverage rules even as federal adult-focused changes phase in through 2027. The child's coverage will not shift to semi-annual redetermination.

When Benefits Are Reduced or Cut
If you receive a Notice of Case Action saying your benefits are being reduced or terminated, two clocks start running:
- 13 calendar days from the mailing date: Request a Fair Hearing within this window to keep your current benefit level intact (Aid Paid Pending) while the appeal is decided
- 90 calendar days from the date printed on the notice: The outer deadline to request a Fair Hearing at all
Write down both the date you received the notice and the date printed on it; the 90-day deadline runs from the date printed. Submit your hearing request in writing even if you also made a verbal request — the written record protects your appeal rights.
If the hearing officer upholds the state's decision, the excess benefits paid during the appeal period can be recouped. But if the state was wrong — which happens more often than you might expect, especially with child-only TANF miscategorization — you keep everything.
Staying Organized
The single best thing you can do: keep a log. Every time you submit a document, note the date, the caseworker's name, what you submitted, and whether you got a confirmation number or receipt. When a notice arrives, open it immediately and mark the response deadline on a calendar.
