New Jersey Kinship Navigator Program — Emergency Funds and Support for Relative Caregivers
What the Kinship Navigator Program Does
The Kinship Navigator Program is New Jersey's support system for informal relative caregivers — grandparents, aunts, uncles, and family friends raising children outside the formal child welfare system. It's run by the Department of Children and Families through four regional community service agencies and accessed by calling 211 (or 1-877-652-1148).
The program provides three things: case management to help you find and apply for benefits across different state agencies, referrals to legal aid for guardianship proceedings, and one-time emergency financial grants for essential items the child needs.
Emergency Wraparound Grants
The most immediate help the Navigator program offers is discretionary one-time grants for essential household items. These aren't monthly payments — they're for specific, urgent needs that other programs don't cover.
The state sets maximum caps for each category. Verified limits from the operational manual include:
- Refrigerator: up to $700
- Washing machine: up to $500
- Clothes dryer: up to $500
- Deep freezer: up to $350
- Microwave: up to $150
Grants also cover children's furniture (cribs, bunk beds, mattresses), winter clothing, school supplies, moving expenses, security deposits, and one-time utility stabilization payments.
These are payments of last resort. You'll need to show that other public assistance — TANF emergency assistance, SNAP, utility programs like LIHEAP — couldn't cover the expense. The funding comes from annual grant allocations to regional partners, so availability depends on how much remains in your region's budget.
Who Qualifies
The Navigator program serves non-CP&P kinship caregivers — relatives raising a child informally or under a power of attorney, not through a child protective services placement. You don't need a court order or guardianship to access Navigator services, though the program can refer you to legal aid if guardianship makes sense for your situation.
If CP&P is already involved in your case, your caseworker should be coordinating services directly. The Navigator exists for families who fell into caregiving without any state agency involvement.

How to Connect
Call NJ 211 (dial 2-1-1 from any phone, or 1-877-652-1148). The helpline is free, confidential, and available 24 hours a day. Tell the operator you're a relative raising a child and need kinship support. They'll connect you to the contracted agency serving your county.
The regional agency assigns a case manager who conducts an intake assessment, identifies every program you might be eligible for, and helps with applications. If you need emergency wraparound funds, the case manager walks you through the request process and documents what you've already tried.
Beyond Emergency Grants
Navigator case managers do more than hand out one-time funds. They connect families with ongoing resources: support groups for kinship caregivers, respite care referrals through the Area Agency on Aging (for caregivers 55+), legal representation referrals through Legal Services of New Jersey, and help navigating the MyNJHelps.gov portal for TANF, SNAP, and child care applications.
For many grandparents, the case manager is the first person who explains that all these programs exist and that the grandparent's retirement income doesn't disqualify the child from cash assistance.
The New Jersey Kinship Financial Help Guide covers the Navigator program alongside every other NJ kinship benefit, with a contact directory, wraparound request checklist, and tracking logs for every application you submit.
