Documents Needed to Enroll Grandchild in Michigan School
What the School Will Ask For
You've taken in a grandchild or relative's child and the enrollment office wants paperwork. Knowing exactly what Michigan districts require — and what they're legally prohibited from demanding — saves you from being turned away at the front desk.
Under MCL 380.1135, school districts must require reasonable proof of identity, age, and residency for new students. Here's what that typically looks like for a kinship caregiver.
The Standard Document List
Identity and age verification:
- Certified birth certificate (original or certified copy)
- If unavailable, an alternative record such as a passport, hospital record, or religious record
Residency verification (at least one):
- Utility bill in your name at your address (electric, gas, water)
- Lease or rental agreement
- Property tax bill or mortgage statement
- Driver's license or state ID showing your address
Health records:
- Immunization records (contact the Michigan Care Improvement Registry via your county health department if records are missing)
- Most recent physical exam or well-child visit records, if available
Authority documentation (helpful but not always required):
- Power of Attorney under MCL 700.5103 (if a parent signed one)
- If you're relying on MCL 380.1148 relative residency, no authority document is legally required for enrollment itself
When Documents Are Missing
Kinship placements happen fast. A child arrives with nothing — no birth certificate, no immunization records, no school transcripts. Michigan law accounts for this.
Under MCL 380.1135, if you cannot produce a birth certificate within 30 days of enrollment, the district must notify local law enforcement to confirm the child isn't listed as missing. But the child gets provisionally enrolled in the meantime. The district cannot hold a seat open while paperwork catches up.
For immunization records, contact the local county health department to search the Michigan Care Improvement Registry (MCIR). If the child needs vaccinations to meet school requirements, contact the county health department about available options.
Previous school records can be requested by the new school directly from the former district. You don't need to produce transcripts yourself.

What the School Cannot Require
A district cannot refuse enrollment because you lack a court-ordered guardianship or custody order. Under MCL 380.1148 and the Michigan Supreme Court's ruling in Feaster v. Portage Public Schools, 451 Mich 351 (1996), a child living with a qualifying relative for a suitable home is a resident of the district.
If a registrar insists on court papers, ask for the refusal in writing and reference the statute and case. Escalate to the district Superintendent, the MDE Pupil Accounting office, or the MSU Kinship Care Resource Center at 1-800-535-1218.
