Kinship Care Support Services Victoria: Free Help for Carers

Who Provides Free Support to Kinship Carers in Victoria

Victoria has a network of organisations funded to help grandparents and relatives who are raising someone else's child. The challenge is that no single agency covers everything — Centrelink handles Commonwealth payments, DFFH manages statutory placements, and a separate layer of community organisations fills the gaps with advocacy, peer support and practical help.

Here are the main services and what each one actually does.

Kinship Carers Victoria (KCV)

Kinship Carers Victoria is the peak body representing kinship carers across the state. They provide:

  • A phone helpline for carers who need guidance on payments, paperwork or where to start — call 0499 969 234
  • An information booklet for informal carers covering Centrelink payments, the Victorian Carer Card and school enrolment
  • Individual advocacy when a carer is stuck with a DFFH decision or a Centrelink claim that has stalled
  • Referrals to community legal centres and other specialist services

KCV's advocacy is particularly useful if you are an informal carer who has been told you don't qualify for DFFH allowances. They can help you understand which Commonwealth payments you may be eligible for instead and connect you with a Centrelink Grandparent Adviser.

Grandparents Victoria (GPV)

Grandparents Victoria focuses specifically on grandparents who are primary carers. Their services include:

  • A peer support phone line staffed by grandparents who have navigated the system themselves
  • Regional support group coordination across metropolitan and rural Victoria
  • Information sessions on Centrelink claims, school enrolment and medical consent
  • Assistance preparing evidence packages for care arrangement disputes

Centrelink Grandparent, Foster and Kinship Carer Advisers

Services Australia runs a dedicated national helpline at 1800 245 965 specifically for grandparents and kinship carers. These advisers can:

  • Walk you through every Commonwealth payment you may be entitled to — FTB Part A and B, Additional Child Care Subsidy (Grandparent), Foster Child Health Care Card, and more
  • Help you set up a myGov account and link it to Centrelink
  • Refer you to a Centrelink social worker for crisis support or emergency payments
  • Advise on what evidence you need to prove primary care of the child

This is a Freecall service; check Services Australia's current hours before calling.

Community Service Organisations and First Supports

If DFFH has placed a child with you formally, First Supports is delivered through community service organisations (CSOs) and Aboriginal Community Controlled Organisations (ACCOs). For statutory placements expected to last more than three months, child protection guidance calls for a referral within 21 days. First Supports can provide:

  • Up to 12 months of family support and kinship assessment
  • Financial brokerage for essential items — bedding, car seats, school uniforms, technology
  • Help navigating the DFFH care allowance process and understanding your Level 1–5 payment

Even informal carers can sometimes access limited brokerage through regional CSOs, though availability depends on local funding.

Community Legal Centres

Victoria's community legal centres offer free legal information and sometimes representation on family law matters. While our guide focuses on payments and administrative paperwork rather than legal advice, legal centres can help with:

  • Understanding whether a parenting order would benefit your situation
  • Advice on the Family Law Act process if you need to formalise care
  • Explaining your position under the Children, Youth and Families Act 2005

Victoria Legal Aid's website lists centres by region. The Federation of Community Legal Centres Victoria can also direct you to the nearest service.

How to Find the Right Service

The service you need depends on your situation:

  • Just had a child arrive suddenly? Start with the Centrelink Grandparent Adviser line (1800 245 965) and ask about emergency payments and Foster Child Health Care Card
  • Stuck on a DFFH decision or confused about formal vs informal care? Contact Kinship Carers Victoria (0499 969 234)
  • Looking for other grandparents to talk to? Grandparents Victoria coordinates support groups across the state
  • Need money for immediate essentials like a bed or school uniform? Ask your CSO case manager about brokerage funding, or contact your local council's community services team

The Victoria Kinship Carer Support Guide pulls all of these services together with a verified directory of phone numbers, websites and intake pathways — plus the worksheets and checklists that help you prepare before you call.
