Iowa Area Agency on Aging Support for Grandparent Caregivers
Why AAAs Matter for Grandparent Caregivers
Iowa's Area Agencies on Aging are not just for elderly adults receiving home care. Under the Title III-E National Family Caregiver Support Program, AAAs specifically serve grandparents aged 55 and older who are raising grandchildren. Services and eligibility vary by region and annual budget; ask your local AAA what is available. The support can address problems that the HHS benefit system does not touch: burnout, isolation, and the day-to-day strain of parenting a second time.
Iowa's Six Regional AAAs
Iowa divides into six Planning and Service Areas (PSAs), each served by a different Area Agency on Aging:
Elderbridge AAA (PSA 1) — covers the Mason City, Fort Dodge, and Carroll regions of north-central and northwest Iowa.
Northeast Iowa AAA (PSA 2) — serves the Waterloo, Decorah, and Dubuque areas.
Aging Resources of Central Iowa (PSA 3) — covers the Des Moines metro and surrounding central counties.
Heritage AAA (PSA 4) — serves the Cedar Rapids region.
Milestones AAA (PSA 5) — covers Davenport, Ottumwa, and Burlington across southeastern Iowa.
Connections AAA (PSA 6) — serves Council Bluffs, Sioux City, and western Iowa.

What AAAs Provide to Grandparent Caregivers
Services vary by region and annual budget, but the core Title III-E offerings include:
Respite care assistance. Support for grandparents who need time to rest, attend medical appointments, or handle personal obligations. Ask your regional AAA what form of respite help is available.
Supplemental grants. Grants for school supplies or clothing and, in some regions, local emergency needs that fall outside the scope of FIP or SNAP. These grants are discretionary and budget-dependent, so availability differs across regions and months.
Caregiver support groups. Group meetings (in-person or virtual) connecting grandparent caregivers with others in the same situation. These groups are not therapy — they are peer networks where practical information gets shared: which caseworker at the county HHS office actually helps, how to handle school enrollment, where to find affordable winter coats.
System navigation. AAA staff can help identify which benefit programs to apply for, connect you with Iowa Legal Aid if you need guardianship assistance, and refer you to Community Action Agencies for emergency utility or rent help.

Who Qualifies
Grandparents aged 55 and older who are raising grandchildren can access Title III-E resources. If you are a great-grandparent, step-grandparent, or another older relative, ask your AAA to confirm eligibility for the specific service.
Ask the AAA about income criteria for any specific supplemental grant. You do not need legal guardianship or custody — informal kinship caregivers are included.
How to Access Services
Contact your regional AAA directly, or call LifeLong Links (1-800-779-2001) and ask for the Family Caregiver Support Program for grandparents raising grandchildren. An intake coordinator will assess your situation and connect you to available services.
AAA services work alongside — not instead of — the HHS benefit programs. A grandparent receiving FIP child-only, SNAP, and Medicaid for the grandchild can simultaneously receive respite care and supplemental grants through the AAA. There is no conflict between the programs.
The Gap AAAs Fill
HHS programs cover the recurring costs — cash, food, health insurance, child care. AAAs cover the human cost: the exhaustion, the isolation, and the small emergencies (the grandchild needs new shoes for school next week, and the SNAP card only covers food) that erode a caregiver's ability to keep going.
