How to Enrol a Grandchild in School Without Custody in Saskatchewan

The Demand for Proof You Might Not Have

A child lands in your care on a weekend — maybe a phone call from the Ministry, maybe a desperate knock from a family member. Within days, you need to get that child into school and registered for medical care. The school or health-card office may ask for proof of guardianship.

If you do not have a court order, that moment can feel like a wall. But in Saskatchewan, informal kinship caregivers can get children enrolled in school and registered for health coverage. It takes the right documents and knowing what to say.

School Enrolment Without a Court Order

Enrolment requirements can depend on the school division and the child's circumstances. If you do not have a court order, explain the placement to the school and ask what proof of residence and decision-making authority it will accept.

What to bring to the school office:

  • Proof of address — a utility bill, lease, or bank statement showing your name and address
  • The child's previous school records if available, or the name and location of their last school so records can be transferred
  • The child's birth certificate or other identification
  • A letter from the biological parent authorizing you to make educational decisions, if the parent is cooperative
  • A letter from a social worker confirming the child is in your care, if the Ministry is involved

If the parent is not cooperative and you have no court order, explain the situation to the school principal directly and ask about the division's process for urgent placements with relatives.

Medical Consent Without Legal Custody

Medical consent is trickier than school enrolment. Without legal decision-making authority, do not assume you can consent to non-emergency treatment for a child. Ask the parent and the clinic what written authorization they will accept; for ongoing care, consider a formal order.

Practical workarounds:

  • Ask for written medical consent from the biological parent if they are reachable, and confirm with the clinic whether that authorization is sufficient
  • Emergency treatment does not require parental consent — hospitals and clinics will treat a child in an emergency regardless of who brings them in
  • Apply for a PSI order or parenting order as soon as possible if the placement is going to last. This removes the consent ambiguity permanently

Some physicians may see the child for routine care while legal authority is being clarified, but confirm what consent they require. Prescriptions, vaccinations, and procedures may require formal legal authority.

Getting a Saskatchewan Health Card

Eligible Saskatchewan residents can access provincial health coverage. Health cards are administered by eHealth Saskatchewan. To register a child, you generally need:

  • The child's birth certificate or proof of Canadian citizenship or permanent residence
  • Proof the child resides in Saskatchewan (your address as the child's residence)
  • Your own Saskatchewan health card number if the child is being added to your household

If you have a PSI order, the process is straightforward — PSI children receive full supplementary health coverage through the Ministry, including drugs, dental, optical, and medical supplies.

For informal placements, registering the child for a health card may require a letter from the Ministry of Social Services or from the biological parent confirming the child lives with you. Call eHealth Saskatchewan's health card services before visiting to confirm what documentation they need for your situation.

Why This Matters for Financial Claims

School enrolment documents and health registration serve double duty. They are also the proof-of-care evidence that the Canada Revenue Agency accepts when you apply to transfer the Canada Child Benefit to your name. A signed school enrolment form showing your address is one of CRA's preferred third-party documents.

Getting these registrations done early builds your paper trail for every benefit application that follows.

The Long-Term Solution

School and health registration solve the immediate crisis, but they do not give you legal authority for the bigger decisions ahead. Our Saskatchewan Kinship Financial Help Guide walks through the full sequence — from emergency enrolment through to formal legal status and the financial support that comes with it.
