Emergency Kinship Placement Financial Help in Saskatchewan
A phone call at midnight. A social worker at your door. A grandchild left with you by a parent in crisis. However it happens, you are now responsible for a child you did not plan to be raising — and you need food, diapers, a car seat, and school clothes before any government form gets processed.
Saskatchewan has emergency financial provisions for exactly this situation, but they are not well publicized and nobody hands you a brochure in the middle of a crisis. Here is what is available and how to access it quickly.
Short-Term Emergency Assistance
The Ministry of Social Services (MSS) may consider Short-Term Emergency Assistance for unforeseen situations where failing to provide help would result in harm. If a child has just joined your household, ask your local MSS Service Centre whether this or another support applies while formal applications are pending.
Contact your local MSS Service Centre or call the Client Service Centre at 1-866-221-5200 and explain that you have an emergency placement. Ask what support you can apply for, including:
- Emergency food vouchers — ask whether these can be issued while formal applications are pending
- Short-term emergency funds — ask about help with immediate essentials like clothing, bedding, infant formula, and hygiene products
- Household Health and Safety Benefit — eligible SIS clients may receive up to $500 to replace household items or set up a new residence because of a disaster or interpersonal violence
Ask the worker which supports apply to your situation and whether a particular payment has any repayment conditions.
If the Ministry Is Already Involved
When MSS or a Delegated Indigenous Child and Family Services (ICFS) agency is involved in the child's situation — meaning there is already a child protection concern on file — ask the caseworker managing the file whether emergency supports can be arranged while the PSI process is pending.
In practice, the speed of that support varies. If you feel the caseworker is not moving fast enough, ask specifically for:
- Emergency food and supply vouchers (immediate)
- An expedited home safety assessment (required for formal placement)
- A timeline for when PSI maintenance payments will begin (payments start on the date specified in the Extended Family Support Agreement, not retroactively)
Document everything — the date the child arrived, what you purchased out of pocket, receipts for food and supplies. These records may help when you discuss expenses from the gap period with MSS.
Applying for SIS While You Wait
If a formal PSI order is weeks or months away (or may not happen at all), apply for Saskatchewan Income Support (SIS) as soon as the child is living with you. SIS payments are effective from the date your complete application and all verification documents are received by MSS — they are not backdated further than the start of the application month, so every day you delay is a day of lost coverage.
Adding a child to your SIS household can affect your benefit amount. Effective May 1, 2026, the shelter maximum is $1,105 per month in Regina or Saskatoon for a family with one or two children, compared with $675 for a single person. Child-specific SIS benefits depend on location and CCB eligibility: the $65 Children's Basic Benefit applies within the Northern Administration District, while a separate $400 Children's Benefit is for a parent who is not eligible for CCB.
SIS and PSI are not mutually exclusive. If you are receiving SIS for your own needs and later receive a PSI order for the child, the PSI maintenance is excluded from your SIS income assessment. Your personal SIS continues while the child's costs shift to the PSI stream.

Canada Child Benefit — Start the Application Early
Do not wait for a court order to apply for the Canada Child Benefit. CRA determines CCB eligibility based on who is actually providing primary care, not who has legal custody. Submit Form RC66 through CRA My Account or by mail, and attach at least two pieces of third-party proof that the child lives with you — school enrollment, doctor's note, social worker letter.
CRA can issue retroactive CCB payments for up to 10 years when the eligibility rules and supporting-document requirements are met. Starting the application in the first week of placement means CRA can begin reviewing the claim sooner.

After the Emergency Settles
Once the immediate crisis passes, you will need to decide which legal pathway fits your situation — informal care, a private parenting order under The Children's Law Act, 2020, or a PSI order through the Ministry. Each pathway opens different financial benefits and closes others, and the wrong choice can cost you thousands of dollars per year in missed support.
Our Saskatchewan kinship financial help guide walks through every arrangement, every benefit, and every application step so you can make that decision with clear information instead of guesswork.
