How to Apply for DSS Benefits as a Kinship Caregiver in Delaware

Figuring out how to actually apply for benefits when you're raising a relative's child in Delaware can feel like a separate job. Multiple programs, different divisions, paperwork that doesn't quite match — and most of it has to go through one portal that doesn't always make the kinship path obvious.

The ASSIST Portal: One Application, Multiple Programs

Delaware's ASSIST portal (assist.dhss.delaware.gov) is the central online application for TANF cash assistance, SNAP food benefits, Medicaid and CHIP health coverage, and Purchase of Care childcare subsidies. A single submission starts the process for all four.

The most common mistake: entering your own income into the TANF section. When you are applying as a non-needy caretaker for a child-only grant, only the child's income matters. Your Social Security, pension, or wages should not be reported in the child's assistance unit. If the portal's income fields don't clearly separate your finances from the child's, flag this with your caseworker at the interview.

In-Person at State Service Centers

If you prefer not to use the portal, visit a DHSS State Service Center. For the Kinship Care Program, you can also apply online through ASSIST or complete a paper application and speak with a DSS case manager at a State Service Center. Delaware has 19 locations across New Castle, Kent, and Sussex counties. DSS accepts other completed applications at a DSS location or online; Purchase of Care applications may also be mailed or faxed to the local DSS office.

What Documents to Bring

Before you apply, gather:

  • Child identity: birth certificate, state ID, passport, or hospital birth record
  • Social Security number: the child's Social Security card or SSA replacement receipt
  • Proof of care: a caregiver affidavit, school records listing you as the responsible adult, or medical records showing the child lives with you
  • Child income documentation: award letters for survivor benefits, child support receipts, or bank statements showing direct deposits to the child (if applicable)
  • Your income documentation (SNAP and POC only): pay stubs, pension statements, or Social Security award letters

For the Kinship Care Program specifically, you also need proof of when the child moved into your home.
