Delaware Aging and Disability Resource Center for Kinship Caregivers
When you're 60 or older and raising a grandchild, you're managing your own health needs alongside a child's school schedule, doctor appointments, and daily care. The Delaware Aging and Disability Resource Center (ADRC) exists to connect older caregivers with support services — and it's one of the most underused resources in the state for kinship families.
What the ADRC Does
The ADRC operates under the Division of Services for Aging and Adults with Physical Disabilities (DSAAPD) within DHSS. It serves as a central information and referral hub for aging Delawareans and people with disabilities. For kinship caregivers aged 55 and older, the ADRC provides access to Title III-E National Family Caregiver Support Program services.
Title III-E Caregiver Support
The Title III-E program is specifically designed for grandparents and relative caregivers aged 55 or older who are raising a child under 18. Services include:
- Respite care funding: temporary childcare, summer camp enrollment, or adult day services that give you a break from caregiving duties
- Caregiver navigation: staff help you identify and apply for programs across different state agencies
- Information and referral: connections to legal aid, support groups, community organizations, and other resources
Title III-E provides targeted services rather than direct cash grants. The ADRC acts as the intake point, assessing your needs and connecting you with the right programs.
How to Reach the ADRC
The Delaware ADRC statewide toll-free number is 1-800-223-9074. Call to explain your situation — that you're a grandparent or older relative raising a child — and ask about Title III-E services and respite funding. The ADRC serves all three Delaware counties.

When to Call
The ADRC is most helpful when:
- You need a break and want to learn about respite care options
- You're overwhelmed by the number of agencies and programs and need someone to help you sort out where to start
- You want to connect with other kinship caregivers or local support groups
- You have questions about services available to you specifically because of your age
The ADRC does not process TANF, SNAP, or Medicaid applications — those go through DSS and the ASSIST portal. But ADRC staff can help you understand what you're eligible for and direct you to the right office.
The Delaware Financial Help for Kinship Caregivers guide includes the ADRC and other key agency contacts in its free help directory, along with a breakdown of which agency handles which program.
