DC Child-Only TANF Grandparent Application
What Child-Only TANF Means in DC
Child-only TANF is a monthly cash grant paid on behalf of a child living with a relative caregiver — grandparent, aunt, uncle, adult sibling, or other qualifying family member — where the caregiver is excluded from the assistance unit. The critical detail: your personal income does not count.
Your wages, retirement pension, Social Security, disability benefits, and savings are completely excluded from the financial eligibility calculation. Only income received directly in the child's name (such as child support payments) is evaluated against the District's TANF standard of need. This means a grandparent on a $3,000 monthly pension can still qualify for child-only TANF for the grandchild.
Who Qualifies as a Caretaker Relative
DC defines eligible caretaker relatives broadly: grandparents, siblings, aunts, uncles, first cousins, first cousins once removed, second cousins, nieces, nephews, step-relatives, relatives of preceding generations, and spouses of any listed relative. Family friends and fictive kin do not qualify for child-only TANF but may apply for General Assistance for Children (GAC), which provides the same benefit amount.
A court custody order is not listed as a universal TANF eligibility condition. D.C. law defines eligible caretaker relatives and says a caregiver relative may be included in the child's assistance unit when neither parent lives in the home, if the caregiver requests inclusion, meets the eligibility requirements, and lives with the child.
How to Apply Through District Direct
Applications go through the District Direct portal at districtdirect.dc.gov, the mobile app, or in person at any DHS Economic Security Administration (ESA) Service Center. The five ESA locations — Anacostia (2100 MLK Jr. Ave SE), Congress Heights (4049 South Capitol St SW), Fort Davis (3851 Alabama Ave SE), H Street (645 H St NE), and Taylor Street (1207 Taylor St NW) — are open Monday through Friday, 7:30 AM to 4:45 PM.
When filing online, select TANF as the benefit type and indicate you are applying on behalf of a child as a non-recipient caretaker relative. Upload your proof-of-care documentation during the application. Benefits are retroactive to the date you submit the application.

What You Are Exempt From
As a non-recipient caretaker relative, you are exempt from TANF work participation requirements, mandatory job training (the TANF Employment and Education Program), and the lifetime adult benefit receipt limit. You do need to cooperate with child support enforcement — the District pursues support from the child's parents to offset TANF costs — but you can request a Good Cause Waiver if pursuing support would cause physical or emotional harm, or if the child was conceived through assault.
Recertification and Ongoing Requirements
TANF requires annual recertification. You will receive a renewal notice and must submit updated documentation to continue benefits. If you miss the deadline, benefits stop — but you can reapply immediately. Report any changes in household composition or the child's living situation within 10 days.
TANF cash benefits are issued electronically through the District's EBT card.
Stacking TANF With Other DC Programs
Child-only TANF does not disqualify the child from other programs. You can receive TANF alongside CFSA's Grandparent Caregivers Program (GCP) or Close Relative Caregivers Program (CRCP), though the CFSA subsidy is reduced dollar-for-dollar by the TANF amount. The child can also receive Medicaid, SNAP (food stamps), and WIC simultaneously.
