County-by-County Kinship Care Financial Help in California

California's benefit programs are set by the state, but every application goes through your county welfare department. The experience — how fast they process, how well they know kinship cases, which local programs exist — varies enormously across California's 58 counties.

How County Administration Works

The California Department of Social Services (CDSS) sets statewide rules for CalWORKs, CalFresh, and Medi-Cal. But County Welfare Departments (sometimes called Health and Human Services Agencies) make the actual eligibility decisions, process applications, and issue payments. Some counties fund the Kinship Support Services Program (KSSP) through local nonprofit partners.

This means the programs are the same everywhere in California — a child-only CalWORKs grant follows the same rules in Los Angeles as in Humboldt — but the quality of service, wait times, and availability of emergency resources depend on your county.

Los Angeles County

LA County's Department of Public Social Services (DPSS) handles the largest caseload in the state. For kinship caregivers:

  • Apply online at BenefitsCal.com or contact DPSS for the nearest district office
  • For kinship-specific support, check the LA County DCFS Relative Caregiver resources for current local providers
  • Call 2-1-1 for local kinship referrals

File online or contact DPSS, and keep your submission confirmation so you can follow up if you do not receive an update.

San Diego County

San Diego's Health and Human Services Agency (HHSA) operates six regional Family Resource Centers. For kinship care:

  • Apply through BenefitsCal.com or visit any HHSA Family Resource Center
  • San Diego County HHSA funds the YMCA of San Diego County's Kinship Support Services and Respite Care program
  • The county's 2-1-1 San Diego line provides targeted kinship care referrals

For local service availability, contact HHSA or the YMCA program directly; services differ by provider.

Sacramento County

Sacramento's Department of Human Assistance (DHA) processes applications for all three major programs. For kinship caregivers:

  • Apply at BenefitsCal.com or contact DHA for current office locations
  • Ask Sacramento County child welfare or 2-1-1 for current kinship support referrals
  • CalWORKs, CalFresh, and Medi-Cal applications are available through BenefitsCal, with separate eligibility determinations

Orange County

Orange County Social Services Agency (SSA) serves a large suburban population:

  • Apply at BenefitsCal.com or contact Orange County Social Services for the nearest district office
  • Ask the county or 2-1-1 for current kinship support providers and emergency resources

Finding Your County's Resources

Some California counties fund a KSSP through community-based providers; every county has a welfare office that processes kinship benefit applications. To find local support:

  1. Call 2-1-1 — the statewide referral line can direct you to local kinship support services and other resources
  2. Search BenefitsCal.com — select your county when creating an account; the system routes your application to the right office
  3. Contact your county's child welfare agency — even if CPS isn't involved in your case, the child welfare office can refer you to KSSP and other kinship programs

Region 1 vs. Region 2 Matters for Grant Amounts

California divides counties into Region 1 (higher cost of living) and Region 2 for CalWORKs grant calculations. Los Angeles, San Francisco, San Diego, Orange, and most Bay Area counties are Region 1, with higher maximum aid payments. Inland and rural counties are generally Region 2. The difference for a one-child child-only grant is $784/month (Region 2) vs. $914/month (Region 1).

The California kinship financial help guide covers the full program landscape regardless of county — including the forms, documents, and timelines that apply statewide — so you know what your county office should be doing even if it doesn't volunteer the information.
