California TANF and Kinship Care: How the Child-Only Case Works

If you've been searching for TANF in California and getting confused, here's the short answer: CalWORKs is California's TANF program. Every state runs its own version of Temporary Assistance for Needy Families (TANF), and California's version is called CalWORKs — California Work Opportunity and Responsibility to Kids.

The same broad framework, with California-specific rules for kinship caregivers.

What a Child-Only TANF Case Means

When a grandparent or other relative files for CalWORKs on behalf of a child, and the relative isn't seeking aid for themselves, the result is a "child-only" assistance unit. In TANF terminology, this means:

  • The child is the only person receiving benefits
  • The caretaker relative is classified as "non-needy"
  • The household's TANF case consists entirely of the child

This distinction matters because it exempts the entire case from the provisions that make regular TANF difficult to maintain.

No Work Requirements

Standard CalWORKs cases can require adult recipients to participate in work activities — job searches, training, community service — and have adult time limits.

Child-only cases have none of this. The non-needy caretaker relative is fully exempt from:

  • Welfare-to-Work (WtW) participation requirements
  • Mandatory orientation or work interviews
  • The 60-month adult time limit

The child-only grant continues until the child turns 18, or 19 if they're enrolled full-time in high school, vocational school, or an equivalent GED program and expected to graduate before their 19th birthday. There's no adult time limit for the non-needy caretaker.

Income Exclusion Is the Key

The most significant California-specific rule for kinship caregivers: in a child-only case, the non-needy caretaker's income and resources are completely excluded from the eligibility determination. The county only evaluates income and resources that belong to the child.

This means a grandparent on Social Security, a pension, or with a full-time job qualifies for the same child-only grant as someone with no income at all. The caretaker's assets — house, car, savings — are irrelevant.

This is more generous than many states' TANF programs, where even child-only cases may factor in household income or impose partial income disregards rather than full exclusion.

How California TANF Rates Compare

CalWORKs child-only grants use the "exempt" Maximum Aid Payment (MAP) schedule, which is higher than the standard (non-exempt) rates because there's no employable adult in the case:

  • One child, Region 1: $914/month
  • One child, Region 2: $784/month
  • Two children, Region 1: $1,476/month
  • Two children, Region 2: $1,281/month

These are the full amounts when the child has no countable income. Any income the child receives (child support, survivor benefits) reduces the grant dollar for dollar after the applicable disregards.

CalWORKs vs. Other TANF-Funded Programs

California has other programs and services relevant to kinship caregivers, including:

  • CalWORKs childcare (Stages 1–3) — subsidized childcare for families receiving or transitioning off CalWORKs
  • Emergency Child Care Bridge Program — childcare vouchers for children placed with relatives through child welfare
  • KSSP — the Kinship Support Services Program, which provides respite care, emergency supplies, and navigation help

CalWORKs childcare, the Bridge Program, and KSSP have separate eligibility and intake routes. The Bridge Program is for child-welfare placements, and KSSP is available only in counties that fund it.

Applying for CalWORKs (California TANF)

Apply online at BenefitsCal.com or in person at your county welfare office. Use Form CW 2219 — the simplified application for non-needy caretaker relatives. The county has 45 days to process the application, and benefits are retroactive to the application date.

The California kinship financial help guide walks through the full CalWORKs application, including the specific forms, verification documents, and what to do if the county applies standard TANF rules to your child-only case by mistake.
