Atlanta Public Schools Kinship Enrollment: How Grandparents and Relatives Register a Child

How APS Handles Kinship Enrollment

Atlanta Public Schools has its own enrollment protocols that layer on top of Georgia's statewide rules, and the process is more centralized than most Georgia districts. If you're a grandparent, aunt, uncle, or other relative trying to get a child enrolled in an APS school, you'll deal with the central Student Assignment office rather than walking directly into a school building.

APS accepts two non-court instruments for kinship enrollment:

  • The APS Kinship Caregiver Affidavit — a standardized version of the affidavit authorized under O.C.G.A. § 20-1-16. APS has its own form rather than accepting a generic template. It must be notarized, and you'll need to renew it annually.
  • The APS Grandparent Power of Attorney — based on the state Minor POA under O.C.G.A. § 19-9-120. This requires the parent's signature, notarization by both parties, and filing with the county Probate Court within 10 days.

The critical difference from suburban or rural Georgia districts: APS routes enrollment through a central office, not the neighborhood school. You'll submit your documents there first, then receive a school assignment.

Step-by-Step APS Enrollment Process

1. Gather Your Documents

Before contacting APS, assemble everything:

  • Completed APS Kinship Caregiver Affidavit or Minor POA (notarized)
  • Your valid Georgia ID or Driver's License
  • Two proofs of residency at your address within APS boundaries (utility bill, lease, property tax statement, bank statement)
  • Child's certified birth certificate or passport
  • Georgia Immunization Certificate (Form 3231) — county health departments can issue this
  • Georgia Health Screening Certificate (Form 3300) — completed within the prior 12 months
  • Previous school records and transcripts if available

2. Complete Online Pre-Registration

APS uses an online enrollment portal. Start by creating an account and entering the child's information. The system will ask for your relationship to the child and the legal basis for enrollment. Select the option for kinship/non-parent caregiver.

You'll upload scanned copies of your documents, but you'll still need to present originals in person for verification.

3. Visit the Student Assignment Office

Bring your original documents. APS staff will verify your identity, confirm your address falls within district boundaries, and review your legal consent instrument.

If you're using the Kinship Caregiver Affidavit, expect the clerk to confirm that you've checked a qualifying hardship box (for example, a parent's death, serious or terminal illness, a physical or mental condition that prevents proper care, incarceration, loss or uninhabitability of the child's home due to a natural disaster, active military duty exceeding 24 months, or being unable to locate the parent) and that the form is properly notarized. If you're using a POA, they'll look for both signatures and may ask for the Probate Court filing receipt.

4. Receive School Assignment

APS assigns students based on residential address and available capacity. The child will generally be assigned to the attendance-zone school for your address. If the child was previously enrolled in a different APS school, you may be able to request a transfer to keep them at their school of origin — talk to Student Assignment about intra-district transfer options.

Proving Residency in Atlanta

Residency verification is strict in APS because the district deals with frequent out-of-zone enrollment attempts. As a kinship caregiver, you need two documents in your name at your address. Accepted forms include:

  • A current Georgia Power, Atlanta Gas Light, or City of Atlanta water bill
  • A signed lease or rental agreement with your name
  • A mortgage statement or property tax bill
  • A homeowner's or renter's insurance policy

If you've just moved in with another family member and don't have bills in your name, ask the homeowner to provide a notarized affidavit of shared residence along with their own proof of address. Not every APS representative will accept this, so call the Student Assignment office first to confirm what they'll need.

What to Do If APS Pushes Back

Some APS staff — particularly at the school level rather than the central office — may incorrectly insist on a court custody order before enrolling a child. Georgia law is clear: the Kinship Caregiver Affidavit under O.C.G.A. § 20-1-16 and the Minor POA under O.C.G.A. § 19-9-120 are legally sufficient enrollment instruments. State Board of Education Rule 160-5-1-.28 prohibits districts from requiring court-ordered guardianship as a condition of enrollment.

If you hit resistance:

  1. Ask for a written explanation of the denial
  2. Request to speak with the Student Services Director
  3. Cite the specific statute your document relies on
  4. If the issue persists, contact the Georgia Department of Education Ombudsman

Children in housing-unstable situations have additional protections under the McKinney-Vento Act, which requires immediate enrollment even without complete documentation.

APS-Specific Timeline Considerations

Georgia public school districts must enroll students who reside within their attendance boundaries when presented with lawful non-court documentation. For a mid-year enrollment after a family crisis, contact Student Assignment directly about APS's current intake steps.

The annual Kinship Caregiver Affidavit renewal is APS-specific — state law limits the affidavit to one year or the end of the current school year, whichever comes first, and APS requires annual notarization. Set a calendar reminder to re-execute and re-notarize the affidavit before the start of each school year, or the child's enrollment status may lapse.

The Georgia School and Medical Consent Guide covers every step of the enrollment process — including what to bring, what to say when the registrar asks questions, and how to handle the annual renewal — in a format you can carry to the appointment.
